Corporal James Stone, Receives Recognition for his Work as the Alcohol Enforcement Coordinator for St. Mary’s County

Recently, the Alcohol Beverage Board of St. Mary's County (ABBSMC ) officially recognized Cpl. James Stone, of the St. Mary's County Sheriff's Office, for his outstanding service as Alcohol Enforcement Coordinator for seven years. Stone has also received the People’s Choice Award for the work he performed.
Aaron Mathis, a member of the Alcohol Beverage Board, praised Stone's ongoing efforts, “Cpl. James Stone has been a tremendous asset to the Alcohol Beverage Board of St. Mary’s County since before November, 2011, when I came on board. He has been a tireless worker, not only when it came to his work with the Board, but also in his outside duties. He takes the issue of underage drinking, as well as all other licensee violations, very seriously. Cpl. Stone has worked well with the entire community, whether it was establishment owners, patrons or other members of the general public.” Mathis added, “Cpl. Stone is excellent at his job, but he goes even further than that, assisting young people and the community as a whole.”
Stone’s duties as Alcohol Enforcement Coordinator include conducting background checks for liquor license applications, investigating alleged violations of applicable codes, and enforcement of all alcoholic beverage laws within the county. During his tenure, Stone has expanded and redefined the duties of the Alcohol Enforcement Coordinator, including partnering with the Alcohol Beverage Board Administrator to develop a Responsible Alcohol Service Training Program (RAST) that is unique to St. Mary’s County.
The Responsible Alcohol Service Training (RAST) was developed to educate those who serve and sell alcoholic beverages to the public on licensing and compliance measures. The training works both in the event of a violation of law, and as a preventative measure. During the training, bartenders, wait staff, management and owners of establishments learn about responsible alcoholic beverage policies, and issues that have been identified by enforcement agencies. RAST also fosters networking between county and state officials. The RAST program was submitted into legislation by the ABBSMC, with the full backing of the Licensed Beverage Association of St. Mary's County (SMCLBA), as a required training by any person applying for an alcohol beverage license. This bill was approved & will take effect July 1, 2016.  This program is officially a "real & lasting difference" made by Cpl. Stone
In addition to his obligations as Alcohol Enforcement Coordinator, Stone volunteered for additional responsibilities, which include: Crime Solvers Coordinator, Agency Instructor for Taser training, Standardized Field Sobriety Test Instructor, Preliminary Breath Tests Instructor, Sobriety Checkpoint Manager, Civil Disturbance Unit, and Adopt-a-School Officer for Duke Elementary School in Leonardtown.
“The position of Alcohol Enforcement Coordinator is important to the safety of the public and organizations throughout St. Mary’s County and the whole State of Maryland,” states Stone. “I greatly appreciate the opportunity to further relationships between the Sheriff's Office and local business owners, as well as coordinating activities and enforcement, which have brought about a safer community for everyone.”

4-24-16 – Theft – Deputy B. Fennessey responded to the 45000 block of Worth Avenue (Best Buy) in California, for a reported theft. The suspect, Eric Emanuel Kerry, age 48, of Washington, DC, removed a new controller from the box and replaced it with an old one. Kerry was transported to the St. Mary’s County Detention Center, where he was charged with Theft Less than $100. CASE# 21790-16

4-22-16 – Possession – Multiple patrol units and K9, responded to the 44000 block of Canvas Back Drive in Callaway for the report of a disturbance.  The suspect, Donte Christopher Curtis, age 37, of Baltimore, was located by Corporal Adams during a vehicle stop. During the stop, suspected marijuana and drug paraphernalia was located in Donte’s pocket. Further investigation revealed, the suspect had three outstanding warrants. Donte was transported to the St. Mary’s County Detention Center and charged with CDS Possession: Paraphernalia,  and Two Counts of CDS Possession: Marijuana. CASE# 21414-16

4-25-2016 – Assault – Deputy T. Teague responded to the 45000 block of Jay Dee court in Lexington Park, for the report of an assault. The victim alleged the suspect, Phillip Corey Parker, age 33, of Lexington Park, assaulted the victim after an argument.  There were visible signs of injury, and Parker was arrested and charged with Second Degree Assault. 4-26-2016 – Theft – Deputy C. Ball responded to the 45000 block of Miramar Way (Wal-Mart) in California, for a reported theft. The suspect, Alexa Taylor Smith, age 20, of Owings and another suspect, left the store with a television and then fled on foot. Smith was located and arrested by Deputy Ball; she was transported to the Detention Center and charged with Theft Under $1000. CASE# 22013-16

4-26-2016 – Theft – Deputy R. Roszell responded to the 27000 block of Old Village Way (Dollar General) in Mechanicsville, for the report of a theft. The suspect, Jamie Jean-Ann Mirabile, age 33, of Mechanicsville, attempted to conceal merchandise in her purse and then exit the store. Mirabile was transported to the Detention Center and charged with Theft Less than $100. CASE# 22189-16

Homeless Inmates Leaving Jail Receive Backpack Gift as Part of Re-Entry Program

It can be a struggle for any inmate to re-enter society after being released from jail. To ease the transition, the St. Mary's Detention Center has instituted a number of Re-Entry Programs. As the Re-Entry Coordinator for St. Mary's County, Correctional Officer First Class (CFC) Roberto Ramos-Blancos links inmates to various resources within the community, such as social services programs and housing. Still, for newly-released homeless inmates, the most basic items may seem out of reach.
When CFC Ramos-Blancos saw a basic need that hadn't been filled, he introduced the concept of ‘Welcome Packs’ to St. Mary's County. Upon release from the St. Mary's Detention Center, each homeless inmate is given a backpack full of personal hygiene products and basic protective weather gear. Inspired by the success of a similar program in Prince George’s County, Ramos-Blancos wanted to provide the same resources to local inmates.
“We empower inmates by connecting them with the resources they need to make a smooth transition back into the community. It’s a very rewarding experience to see them get their life straight with help from correctional officers,” says CFC Ramos-Blancos.
Captain Michael R. Merican, Corrections Division Commander, adds, “Re-entry Programs such as ‘Welcome Packs’ helps inmates to prepare for life outside of jail, by providing them with a head start. These kinds of support services decrease the likelihood that an inmate will become just another recidivism statistic, and ultimately end up back at the detention center.”

In addition to personal hygiene products, the ‘Welcome Packs’ contain a pair of socks, a hat and gloves, and a pair of underwear. Extras like an alarm clock, a non-perishable snack, and a pocket calendar have also been supplied to those in need. One unique element of the program: An individual note of encouragement written by Catholic Charity volunteers is carefully placed in each backpack. CFC Ramos-Blanco states that the St. Mary's County Detention Center has given out four backpacks since the program started in January of this year.

Detectives Locate and Arrests Suspects Involved in Shots Fired at a Residence

On April 26, 2016, at approximately 10:18 pm, patrol officers from the St. Mary’s County Sheriff’s Office responded to the area of Coronet Place in Lexington Park, for the report of shots fired at a residence.  Patrol deputies responded to the residence, which was struck during the shooting, and located a victim with stab wounds. The victim was transported to a medical facility for treatment. 

Detectives and Crime Lab Technicians from the Criminal Investigations Division responded to the scene and assumed the investigation.   Detectives obtained evidence, which led to a Search and Seizure Warrant for a residence in Lexington Park, Maryland, and arrest warrants for the suspects.  While executing the search warrant with the assistance of the Emergency Services Team, K9, and CID Support Team, Detectives located and arrested:

Delonte Deangelo Harvey, 23, of California, Maryland
Javone Lawrence Warrick, 25, of California, Maryland

The three suspects were transported to the St. Mary’s County Detention Center, and arrest warrants were served for the following charges:

Lexington Park COPs Unit Conducts Pedestrian Safety Initiative Along Great Mills Road

In Lexington Park, Maryland, a number of pedestrians cross Route 246, also known as Great Mills Road, on a daily basis. However, all too many of them do so in an unsafe manner. Recently, the Lexington Park Community Oriented Policing Unit (COPs), in partnership with the Maryland Department of Transportation, conducted a Pedestrian Safety Initiative, in an effort to increase awareness of traffic safety regulations. The initiative, which included both educational and enforcement aspects, served as a reminder that safety is the responsibility of pedestrians as well as drivers.

All pedestrians are subject to traffic safety regulations. They are required to use crosswalks, if present. If there is no convenient crosswalk, pedestrians may still cross, so long as that crossing does not impede the flow of vehicular traffic. For example, it is illegal to stand in a middle turn lane to wait for traffic to pass. 

According to TA 21-503, the minimum fine for failing to cross at an intersection with a signal is $50. In addition to the fine, pedestrians outside of a crosswalk who fail to yield the right-of-way to a vehicle are issued a written warning, counseled on the violation, and receive a Maryland Highway Safety Office educational pamphlet. Repeat offenders are subject to a maximum fine of $500. 

During the six-month initiative, members of the COP Unit stopped 213 pedestrians for infractions of traffic safety regulations, including crossing in an unsafe manner, and failure to yield the right-of-way to a vehicle. To encourage compliance with regulations, officers waived fines for first-time offenders. Instead, they issued pedestrian safety pamphlets, along with written warnings. Citations were only issued to repeat offenders. Over the course of the initiative, eight pedestrians were repeat offenders, yielding an effectiveness rate of 96% for this particular initiative. 

The Maryland State Highway Administration (SHA) will be analyzing the data gathered during this initiative, to determine whether additional crosswalks in that area might prove beneficial. Officers also request that motorists be mindful of pedestrians in the area, and obey posted speed limits. The speed limit on Great Mills Road from Gate 2 of NAS Patuxent River to Forest Run Road is 35 mph. From Forest Run Road to Route 5, the speed limit is 40 mph.

SMCSO Investigating Motor Vehicle Collision: Chancellor's Run Road and Pegg Road

On April 25, 2016, at 1:54 a.m., patrol units responded to a reported motor vehicle accident involving a Sheriff’s Deputy on Chancellor’s Run Rd. at Pegg Rd. Great Mills, Md.  Preliminary investigation revealed Sgt. Harold Young was traveling northbound on Chancellors Run Rd. Operating an agency marked police vehicle, in a non-emergency status, approaching Pegg Road.   A 2013 Ford Focus, operated by Jarrett L. Davis age 28, of Lexington Park was traveling southbound on Chancellors Run Road and was attempting to turn left onto Pegg Road failing to yield the right of way. Both vehicle operators were transported to Medstar St. Mary’s Hospital with non-life threatening injuries. Deputies on the scene determined Mr. Davis had a strong odor of an alcoholic beverage emitting from his person and appeared to be intoxicated. A blood test for alcohol was administered on Mr. Davis at the hospital.  Sgt. Young and Mr. Davis were treated and have been released from the hospital.  Charges are pending against Mr. Davis upon results of the blood test being received.  Sgt. Sarah Russell is handling the accident.

4-7-2016 – Theft – Corporal D. Corcoran responded to the Best Buy in California, for the report of a theft.  The suspect, Brittany Noel Johnson, age 24, of Lusby, attempted to exit the store with merchandise that was not purchased. Johnson was transported to the St. Mary’s County Detention Center and charged with Theft Less than $100. CASE# 18305-16

4-12-2016 – Conceal Dangerous Weapon – Dep. R Steinbach initiated a traffic stop for a vehicle operating above the posted speed limit. The operator of the vehicle, Justin Michael Townsend, age 21, of Hollywood, attempted to elude the deputy by pulling into a driveway. Townsend was placed under arrest and a probable cause search revealed a dangerous weapon. Townsend was placed under arrest and charged with Conceal(ing) Dangerous Weapon. CASE# 19341-16

4-12-16 – Assault – Deputy V. Pontorno responded to the area of Flower Drive and Missouri Drive, for the report of a large crowd and ongoing fight involving several people. While still on the scene interviewing, the suspect, Shaun Darnell Dyson, age 35, of Lexington Park, struck a victim with a truck. Further investigation revealed, Dyson’s Maryland license was suspended. Dyson was placed under arrest and charged with Second Degree Assualt, Driving on Suspended License, Displaying Suspended, and Fail to Control Speed to Avoid Crash. CASE# 19328-16

4-13-2016 – Theft – The suspect, Kristal Nicole Phares, age 28, of Lexington Park, attempted to steal merchandise from the Walmart in California, MD. When approached by security, the suspect handed the items to the guard and fled on foot. A short time later, the suspect was located by Deputy T. Siciliano. The investigation revealed she was previously served a notice not to trespass the business. Phares was placed under arrest and transported to the St. Mary’s County Detention Center. She was charged with Theft Less than $100 and Trespass Private Property. CASE# 19471-16

4-13-2016 –  Possession – Deputy Flerlage responded to the St. Mary’s County Detention Center for the report of recovered contraband. The investigation revealed the suspect, Benjamin Joseph Culvert, age 26, of Leonardtown, attempted to conceal suspected chewing tobacco. Culvert was charged with Possession of Contraband in a Place of Confinement. CASE# 19470-16

4-13-2016 – Assault – The suspect, Shuree Sinese Weems, age 35, of No Fixed Address, was placed under arrest by deputies from the Lexington Park COPs unit for causing a disturbance at multiple locations throughout Lexington Park, while under the influence of suspected alcohol. During a search, the suspect pinched and scratched the deputy who was restraining her. She was asked several times to stop resisting arrest, but failed to comply and attempted to the kick the deputy. During the arrest, deputies located stolen merchandise from a previous location where Weems was reportedly causing a disturbance. Weems was transported to MedStar St. Mary’s Hospital for treatment. Upon her release, she was arrested and charged with Second Degree Assault on Law Enforcement Officer, Alcohol Beverage in Retail Area, Disorderly Conduct, Failure to Obery Lawful Order, Disturb the Peace, and Second Degree Assault. 4-17-2016 – Indecent Exposure – A lookout was broadcasted for possible drunk drivers heading southbound on Three Notch Road in the area of Oaks Road. The witness advised the operator stumbled out of the motor vehicle at the gas pumps and urinated. Cpl. E. O’ Connor made contact with the operator of the vehicle, who appeared to be under the influence of suspected alcohol. Field sobriety tests were performed and the suspect, Benjamin Daniel Warring, age 22, of Mechanicsville, was placed under arrest and charged with Indecent Exposure and Driving While Intoxicated. The critically missing person, Danielle Lynette Miranda, has been located safe and is in the custody of the St. Mary’s County Sheriff’s Office. The Criminal Investigations Division thanks the public for their assistance in locating Ms. Miranda.

She is currently being held without bond on multiple charges, including attempted murder.

She was last seen leaving St. Mary's Hospital on April 19, 2016. Miranda has a tattoo on her right arm that has an angel with "David" and a tattoo of "AJ" on her left arm.
She is listed as critical due to recent suicidal statements and a suicide attempt.  Miranda is also actively wanted by the St. Mary's County Sheriff's Office for Attempted First Degree Murder and Threat of Arson.

Behind the Scenes: Sheriff's Office History Book

Linda Reno, a member of the Sheriff’s history book committee, interviews former St. Mary’s County Sheriff, Richard J. Voorhaar. Voorhaar served two terms spanning from 1994 – 2002.

A volunteer committee has been working diligently to research and record the Sheriff’s Office history in a commemorative book. The book will present the history of the office through a series of photographs, illustrations, artifacts, articles, newspaper clippings and interviews. The book highlights the oldest and continuously operational Sheriff’s Office in the nation.

Traffic Advisories for Wednesday, April 20, 2016

The funeral for Prince George’s County Firefighter, John Ulmschneider, will be held on Wednesday, April 20, 2016, at St. John’s Catholic Church in Hollywood, MD. The funeral is expected to draw hundreds of mourners.

Motorists should anticipate heavy delays in the area of Route 235 and St. John’s Road throughout the day. Additionally, motorists should be prepared for pedestrians and an increased presence of large fire trucks and apparatus in the area.

Specific Traffic Advisories:

-        St. John’s Road in front of St. John’s Church will be closed for funeral traffic only from 11:00 a.m. – 3:00 p.m.
-        One lane will be open for traffic on Route 235 southbound
-        Route 235 northbound will be open; however, no left turns onto St. John’s Road will be permitted

The St. Mary’s County Sheriff’s Office, Maryland State Police, Prince George’s County Police Department, Prince George’s County Fire Department, and Maryland State Highway Administration appreciate the public’s patience during this difficult time as we mourn our fallen hero.

Cornerstone Church and the St. Mary’s County Sheriff’s Office Host Human Trafficking Awareness Event

Cornerstone Church of Lexington Park and the St. Mary's County Sheriff's Office, will host a human trafficking awareness event on Friday, May 13, from 7-9 p.m. at Cornerstone Church, 23075 Town Creek Drive in Lexington Park, MD. Human trafficking is a form of modern-day slavery that involves the illegal trade of people for exploitation or commercial gain and represents one of the most shameful violations of human rights. In Maryland, human trafficking is often overlooked, especially in the rural areas. However, its increasingly regular occurrence has St. Mary’s County groups collaborating to bring awareness to the second largest criminal activity globally.

The event will help attendees spot the signs of human trafficking in our community. Federal, state and county leaders will educate the public on national activity and how demand works, Internet safety, local status reporting, as well as child vulnerability and social safety nets. The event will feature a special guest, the Honorable Judge Michael Stamm, who will discuss the impact trafficking has had on the local foster care system.

Sheriff’s Office Investigating Serious Motor Vehicle Collision: Golden Beach Road and Jarrell Drive

On April 16, 2016, at approximately 12:32 a.m., Patrol officers from the St. Mary’s County Sheriff’s Office responded to a serious motor vehicle collision in the area of Golden Beach Road and Jarrell Drive in Mechanicsville.

Preliminary investigation revealed, Brandon Sean Maguire, age 39, of Mechanicsville, was traveling eastbound on Golden Beach Road in a 2003 Jeep Wrangler. For unknown reasons, Maguire’s vehicle crossed the center line and struck (head-on) a 2000 Ford F150, operated by Albert Kendal Lowry, age 50, of Mechanicsville.

Maguire was flown to Prince George’s Hospital with serious injuries. Lowry was transported to Medstar St. Mary’s Hospital for the treatment of chest and wrist injuries.

On April 17, 2016, Maguire succumbed to injuries during treatment at Prince George’s Hospital. 

Due to the severity of the injuries, the St. Mary's County Sheriff's Office Collision Reconstruction Unit has assumed the investigation. Anyone who may have witnessed the collision is asked to contact Sgt. William Watters #188 at 301-475-4040.



Vice/Narcotics Arrests


Henry Clay Hinson III (Age 29 of Lexington Park, MD) was in custody with the State of Maryland Department of Corrections on unrelated charges when he was served his Grand Jury indictment for “Distribution of Heroin,” as well as various firearm violations.

Michael Ray Anthony (Age 49 of Lexington Park, MD) was arrested on an open indictment for “Distribution of Cocaine” and “Conspiring to Distribute Cocaine.” He was originally held without bond.

Melvin Jerome Maddox aka “Melly-Mel (Age 47 of Lexington Park, MD) was indicted and charged with “Distribution of Cocaine.”

#SMCSO Investigating Fatal Motor Vehicle Collision:Three Notch Road in the area of Clover Hill Road

St. Mary’s County Sheriff’s Office Investigating Fatal Motor Vehicle Collision 
Three Notch Road in the area of Clover Hill Road


On April 17, 2016, at approximately 8:55 p.m., patrol units from the St. Mary’s County Sheriff’s Office were dispatched to a serious motor vehicle collision on Three Notch Road in the area of Clover Hill Road in Hollywood. Units arrived on scene to discover three vehicles involved in a collision. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and assumed the investigation.

Preliminary investigation revealed a 2010 Nissan Altima being operated by George Taylor, 54, of La Plata, was traveling Eastbound on Clover Hill Road.  The vehicle was stationary, partially in the southbound lane and the median crossover, waiting to continue north on Three Notch Road.  The Nissan was struck by a 2013 Harley Davidson Road King, operated by George Alvey Jr, 55, of Hollywood.  Alvey was ejected from the motorcycle; the motorcycle continued sliding south on Three Notch Road until it struck a 2002 Chevrolet Trailblazer, operated by Patricia Moreland, 65, of Hollywood. Alvey suffered extensive injuries and was pronounced deceased at the scene.

At this time, the motorcycle’s speed is believed to be a contributing factor.   Anyone who may have witnessed the collision or any events leading up to the collision is asked to call Corporal Brandon Foor #235 at 301-475-4040.

Sheriff’s Office to Conduct Saturation Patrols

The St. Mary’s County Sheriff’s Office, partnering with the Maryland State Police and Calvert County Sheriff’s Office, will conduct enhanced impaired driving initiatives surrounding the Tiki Bar opening, extending from Friday, April 15, 2016, through Sunday, April 17, 2016.

The efforts include saturation patrols throughout the weekend. Officers will evaluate drivers for signs of alcohol or drug impairment, in addition to other traffic infractions. Enforcement actions will be taken against drivers operating a motor vehicle while impaired. 

Citizens who observe individuals who appear to be driving under the influence are urged to call 301-475-8008. 

Designated Driver Progam 

Citizens planning on attending the Tiki Bar opening should designate a sober driver. 

Bob Hall, LLC and Anheuser-Busch, working together with the Calvert County Sheriff’s Office, Maryland State Police, the Calvert Alliance Against Substance Abuse and the Calvert and St. Mary’s Counties Community Traffic Safety Programs are sponsoring a Designated Driver program to be held during the annual opening of the Tiki Bar. The program will run Friday, April 15 and Saturday, April 16 from noon to 10:00 p.m.

St. Mary’s County Sheriff’s Office Employees Honored as People’s Choice Recipients

Eighteen St. Mary’s County employees were recognized for their efforts in serving county citizens by their colleagues. Four of those recognized include employees of the St. Mary’s County Sheriff’s Office.

The “People’s Choice” award honors and recognizes employees who go above and beyond the call of duty and exceed expectations while working to support the mission of St. Mary’s County Government. 

“Candidates bring a sense of teamwork and quality to their job that is supportive, encouraging and beneficial to St. Mary's County Government and its departmental operations,” said Catherine Pratson, Human Resources director. “These employees also have an impact on the daily lives of their customers and co-workers.”

Sheriff’s Office employees honored this year were:

Erin Shoemaker, Chief Financial Officer 

June Smith, Personnel Coordinator

Mark Clark, Investigator 

Each employee received a plaque and was congratulated by the county commissioners during a ceremony held at the start of the commissioners’ weekly business meeting. Award recipients were also treated to a special reception before the start of the meeting.
