St. Mary's County Detention Center Pretrial Program Praised for Accomplishments

An article in the  Baltimore Sun features the St. Mary's County Detention Center's pretrial supervision program. Started two years ago, the program is being praised for reducing incarceration and improving recidivism rates.

"Fowler is one of roughly 45 defendants now receiving services and supervision through St. Mary’s County’s pretrial supervision program, which is winning accolades for its results in getting criminal defendants to show up for trial and avoid new offenses without relying on bail or incarceration."
 
"The program has been held up by law enforcement leaders and lawmakers across Maryland as a potential model as they move to comply with new court rules requiring them to reduce the role of cash bail in deciding which defendants to free."

Suspect Charged with Assault and Carrying a Dangerous and Concealed Weapon


On May 11, 2017, a victim arrived at MedStar St. Mary’s Hospital in Leonardtown suffering from a single stab wound to the back. The victim’s injury required emergency medical treatment by hospital personnel. In a joint effort, St. Mary’s County Sheriff’s Office patrol deputies and detectives from the Criminal Investigations discovered the assault occurred in Leonardtown, MD after the victim and suspect, Romaine Antonio Bailey, age 26, of Mechanicsville, became involved in an argument that led to a physical confrontation. During the fight, suspect Bailey used a folding knife to inflict injury on the victim. 

An arrest warrant was obtained charging suspect Bailey with assault first degree, assault second degree and carrying a dangerous and concealed weapon. 

On May 18, 2017, Bailey was located and transported to the St. Mary’s County Detention Center where he was served with the open arrest warrant. He is currently being held at the Detention Center on a “no bond” status.

Queen, Amber Nicole
05/24/17 – Assault 2nd Degree and Malicious Destruction of Property – Deputies responded to the 22000 block of Mill Creek Drive in Bushwood, MD, for an alleged assault.  The investigation revealed the suspect, Amber Nicole Queen, age 22, of Bushwood, MD, became enraged during a verbal altercation with the victim that led to the suspect slamming a barstool against a bedroom door, causing a piece of the barstool to break off and strike the victim in the left eyebrow.  Deputy T. Payne observed injuries consistent with the victim’s account of the incident.  The suspect was arrested and transported to the St. Mary’s County Detention Center where she was charged with Assault 2nd Degree and Malicious Destruction of Property – CCN# 27396-17.

Warrick, Javone Lawrence
05/24/17 – Assault 2nd Degree on DOC Inmate – Deputy J. Smith responded to the St. Mary’s County Detention Center for an assault between inmates.  The investigation revealed the suspect, Javone Lawrence Warrick, age 25, of California, MD, stood up and utilizing his food tray, struck the victim in the back of his head while the victim was preparing to eat his breakfast.  The assault appeared to be unprovoked and the suspect was arrested and charged with Assault 2nd Degree on a DOC Inmate.  The suspect was released back to the custody of the detention center – CCN# 27315-17.

05/11/17 – A 15-year-old male juvenile of Avenue, MD, was issued a Juvenile Civil Citation for possession of Marijuana less than 10 grams while at Chopticon High School.  The case was investigated by School Resource Officer, Corporal A. Holton.  CCN# 24899-17
05/18/17 – A 16-year-old male juvenile of Lexington Park, MD, was arrested and charged with Disturbing School Operations while at Great Mills High School.  The case was investigated by School Resource Officer, Corporal K. Nelson.  CCN# 26284-17
05/22/17 – A 14-year-old female juvenile of Lexington Park, MD, was arrested and charged with Malicious Destruction of Property and Disturbing School Operations while at Great Mills High School.  The case was investigated by School Resource Officer, Corporal K. Nelson.  CCN# 27027-17
05/22/17 – A 12-year-old male juvenile of Mechanicsville, MD, was arrested and charged with Assault 2nd Degree and Disturbing School Activities while at Margaret Brent Middle School.  The case was investigated by School Resource Officer, Corporal A. Holton.  CCN# 26278-17

St. Mary’s County Sheriff’s Office Welcomes New Correctional Officers

On Friday, May 19, 2017, fifteen correctional officers graduated from the 57th Corrections Officer Entrance Level Training Program held at the Southern Maryland Criminal Justice Academy. The program requires each Correctional Officer to complete an eight-week, 320 hour Basic Corrections Academy, which exceeds the state minimum for all Correctional Officers working in local Correctional Facilities across Maryland.

Sheriff Tim Cameron congratulated the graduates and conferred their certificates of completion. Command representatives from the St. Mary's County Sheriff's Office joined the family, friends, and guests of the graduates.

Fraternal Order of Police, Lodge 7 - Police Week Memorial Service

On Thursday, May 18, the solemn sound of bagpipes could be heard at the Fraternal Order of Police, Lodge 7, in Great Mills, Maryland, as law enforcement officers and lodge members gathered to honor those who have given the ultimate sacrifice.

FOP Vice President, Scott Ruest began the ceremony with opening remarks and the introduction of St. Mary’s County Sheriff’s Office Chaplain Charles Wharton, who led all in attendance in prayer. The Sheriff’s Office Honor Guard Members included: Cpl. David Alexander, Sgt. Michael Boyer, CFC Benjamin Luffey, and DFC Joshua Krum. They provided the presentation of the colors and the lowering of the flags to half-mast in honor of their fallen brothers and sisters.

At the posting of flags, the beautiful voice of Trinity Alexander, daughter of Cpl. David Alexander sang out above the background noise of passing cars. Those in the audience hummed along to her singing of the National Anthem.

“Is there a lesson to be learned from their sacrifice? A message or knowledge they want to impart? If they were here and could speak to us, what would they say?” Captain Steven Hall asked. “Would they not give anything to be with us here, encouraging us all to be prepared mentally and physically… or remind us just how fleeting our time is and how important our families are; we truly honor them by letting the way we serve be worthy of their sacrifice.”

FOP President Michael Boyer, who is also a Detective Sergeant with the St. Mary’s County Sheriff’s Office, added, “Like the Brothers and Sisters who have given the ultimate sacrifice to our nation in the service of law enforcement, we have dedicated ourselves to the preservation of law and order. We stand here in their absence to renew our dedication and assure them that they did not die in vain.”

As FOP Secretary, Lieutenant Edward Evans laid the floral offering, symbolic of our love and affection, between the flags. Joseph Crawford, a senior at Great Mills High School, played taps signaling their end of duty. A low bell rang out after Margit Miller, Associate Delegate for FOP Lodge 7, read each name of Lodge members who have passed away over the years, followed by her reading of the names of associate FOP members who have passed.

As Boyer concluded the ceremony, the bagpipes played one more time for the men and women who have served, and Chaplin Wharton closed in prayer with Ezekiel 22:30, “And God looked for someone to stand in the gap between good and evil…reminding us that we are our communities’ sheepdogs, and their call we shall always answer.”

The St. Mary’s County Sheriff’s Office joins other law enforcement agencies around the country in recognizing National Police Memorial Day and National Police Week, which honors the service and sacrifice of U.S. law enforcement officers.

05/18/17 – Theft under $100 – Corporal W. Ray responded to the Go Green Thrift Store, located in the 21000 block of Tulagi Place for a reported theft.  The investigation revealed the suspect, Nicole Denise Ulmer, 31 of St. Inigoes, MD, entered the business and stole merchandise having a value less $100.  Corporal W. Ray issued the suspect a Criminal Citation charging her with Theft under $100 – CCN# 26306-17

05/20/17 – Possession CDS: Not Marijuana and Possession of CDS Paraphernalia – Deputies responded to the Burger King located in the 21000 block of Great Mills Rd., Lexington Park, MD, in an attempt to locate a reported missing person.  Deputy First Class B. Gaskill found the missing person and the suspect, Jessica Helen Reed, age 22 of Mechanicsville, MD, inside a parked vehicle.  Deputies observed in plain view a loaded syringe containing suspected heroin, in addition to CDS paraphernalia.  The suspect was arrested and transported to the St. Mary’s County Detention Center where she was charged with Possession CDS: Not Marijuana and Possession of CDS Paraphernalia – CCN# 26648-17.

05/21/17 – Possession of CDS; not Marijuana; Possession of CDS Paraphernalia and Three Warrant Services for Burglary 1st Degree; Theft $1000 to under $10,000; Malicious Destruction of Property valued over $1000; Violation of Probation – Deputies responded to a residence in the 27000 block of Mill Seat Dr., Mechanicsville, MD, in an attempt to locate the suspect, Devin Eric Webb, 30 of Mechanicsville, MD.  Deputies located the suspect hiding behind a bush at the rear of the residence.  The suspect was apprehended and placed under arrest without further incident.  Deputies discovered a green bandana containing a used syringe and burnt spoon with suspected heroin residue in Webb's possession.  The suspect was transported to the St. Mary’s County Detention Center where he was served three Circuit Court Arrest Warrants for Burglary 1st Degree; Theft $1000 to under $10,000; Malicious Destruction of Property valued over $1000; Violation of Probation – CCN# 50452-16  The suspect was also charged with Possession of CDS; not Marijuana and Possession of CDS Paraphernalia – CCN# 26856-17

05/22/17Theft less $100 – Corporal J. Vezzosi responded to the Sheetz located in the 20000 block of Old Great Mills Rd., Great Mills, MD, for a reported shoplifting.   Upon arrival, he met with staff who observed the suspect Jennifer Maria Price, age 35 of California, MD, conceal several food items inside of her pocketbook.  After concealing the items she paid for two additional items she was holding, however, failed to pay for the food hidden in her purse.  The suspect was issued a Criminal Citation for Theft less $100 by Cpl. J. Vezzosi and the items were returned to the store.  CCN# 26986-17

05/22/17 – Assault 2nd Degree and Assault on DOC Inmate – Deputy First Class D. Lawrence responded to the St. Mary’s County Detention Center for the report of an assault between inmates.  The investigation revealed the suspects, George David Barnes, 38 of Lebanon, PA, and Steven Wayne Sams, 37 of Waldorf, MD, were engaged in a verbal fight that turned physical.  The suspects were both charged with Assault 2nd Degree and Assault on DOC Inmate and released back to the custody of the detention center.  CCN# 27042-17
Solomon, Elrico Cojuan
05/22/17 – Assault 1st and 2nd Degree – Deputies responded to the 46000 block of Yorktown Rd., Lexington Park, MD, for the report of an assault.  Deputy First Class R. Steinbach met with the victim who advised a verbal altercation ensued between the victim and the suspect Elrico Cojuan Solomon, 25 of Lexington Park, MD.  The argument escalated when the suspect presented a knife and stabbed the victim in the right hand; then fled the scene. The suspect was located a short time later and transported to the St. Mary’s County Detention Center where he was charged with Assault 1st and 2nd Degree – CCN# 27067-17

05/23/17 – Violation of Protective Order – Deputies responded a residence in the 46000 block of Chapman Dr., Lexington Park, MD for a reported violation of a Protective Order.  The investigation revealed the suspect, George Houston Russell Jr., 47 of Hollywood, MD, violated an active Protective Order by making contact with the victim through another family member.  The Protective Order is active through May 30, 2017.  Deputy First Class D. Lawrence located the suspect placed him under arrest and transported him to the St. Mary’s County Detention Center where he was charged with Violation of Protective Order – CCN# 27190-17.

05/16/17 – Littering - Deputy First Class V. Pontorno observed the suspect, Charles Edward Taylor, 31 of Lexington Park, MD, in front of Big Lots in Millison Plaza, Lexington Park, MD, panhandling.  Deputy First Class V. Pontorno made contact with the suspect and issued him a “No Trespass” notice for the property and warned him of future panhandling behavior.  As the suspect walked away, he intentionally discarded the No Trespass paper onto the parking lot of Millison Plaza.  Deputy First Class V. Pontorno re-engaged the suspect and issued him a Criminal Citation for Littering.  CCN# 25895-17 



Butler, Diamante Raquan
05/16/17 – Assault 1st. Degree and Two Warrant Services for Assault 1st and 2nd Degree – Deputies responded to the area of Lexwood Dr., Lexington Park, MD, for a reported assault.  The victim advised an unknown subject approached the victim.  The unknown suspect brandished a handgun, threatening the victim and demanding information on where the victim’s brother was located.  The victim fled and was uninjured.  Deputies canvased the area, and Deputy D. Sidorowicz observed a suspect matching the description provided by the victim.  The suspect was identified as Diamante Raquan Butler, 19 of Lexington Park, MD. The investigation revealed the suspect had in his possession an air pistol. A positive ID was made of the suspect, and he was arrested and transported to the St. Mary’s County Detention Center where he was charged with Assault 1st Degree.  The suspect also had two Circuit Court arrest warrants for Assault 1st and 2nd Degree, which was served at that time.  CCN# 25873-17 and CCN# 19891-17 - Arrested by Deputy D. 05/17/17 - Theft under $100 – Deputy S. Bowie responded to the Weis Market located in the 45000 block of Alton Ln, California, MD, for a reported theft.  Upon arrival, loss prevention provided surveillance video of a white female with brown hair, wearing a green hooded sweatshirt and yellow pajama pants enter the business.  The suspect within a short period of time concealed several items in her sweatshirt and waistband and then exited the business, passing all points of sale without attempting to pay for the concealed items.  With the assistance of the community, the suspect was identified as Lisa Marie Trossbach, 32 of California, MD.  Deputy S. Bowie responded to the suspect's residence and issued a criminal citation for Theft under $100.  CCN# 22127-17

05/17/17 – Assault 2nd on DOC Inmate – Corporal J. Davis responded to the St. Mary’s County Detention Center in reference to an alleged assault.  The investigation revealed the suspect Travon Markell Courtney, 18 of Leonardtown, MD, and the victim another inmate were involved in a verbal altercation.  The suspect was observed approaching the victim and then swung at the victim in an attempt to hit him.  Corrections Officer M. Myers entered the recreation area where the suspect and victim were located and was able to stop any further altercation.  The suspect was arrested and charged with Assault 2nd Degree, then released back to the custody of the St. Mary’s County Detention Center.   CCN# 26162-17

Between 5/17 and 5/21, unknown suspect(s) entered a garage and stole property in the 21000 block of Pegg Road in Lexington Park. Dep. Bare is investigating the case. CASE# 26821-17

Burglary – Unknown suspect(s) entered “On Your Own” located in the 41000 block of Fenwick Street in Leonardtown. There were no signs of forced entry. Cpl. Flerlage is investigating the case. CASE# 26700-17

Property Destruction – At approximately 11:10 p.m., Cpl. Johnson was traveling southbound on Chaptico Road in the area of Timothy Court when something struck his driver’s side hood and front windshield. When Cpl. Johnson pulled over and examined the vehicle, he found eggs had been thrown at his patrol car. His efforts to locate the suspects were unsuccessful. Cpl. Johnson is continuing the investigation.

Burglary – Unknown suspect(s) attempted to enter an outside storage shed at Sweet Frog in California, Maryland. It does not appear the suspects were able to gain entry and nothing was stolen from inside the storage shed. Dep. Bush is investigating the case. CASE# 26895-17

Animal Cruelty – The Sheriff’s Office is investigating a reported incident where a complainant saw a social media post circulating on Facebook describing an incident that took place on May 19 near La Quinta Inn in California. According to the post, an individual witnessed a subject causing harm to a kitten. The case is being investigated by Cpl. J. Kirkner. CASE# 26876-17


Burglary – Unknown suspect(s) attempted to enter a residence in the  23000 block of Dahlia Circle in the Wildewood Neighborhood. DFC. Schultz is continuing the investigation. CASE# 27025-17

St. Mary’s County Sheriff’s Office Seeking Public’s Assistance in Identifying Suspicious Person


On April 17, 2017, patrol deputies from the St. Mary’s County Sheriff’s Office responded to a suspicious incident in the Willow Woods subdivision of Lexington Park. The preliminary investigation revealed a juvenile in the neighborhood was approached by an adult female in a dark sedan, who was unknown to her. The juvenile became concerned and reported the incident to her family members. 

The investigation was continued by the Criminal Investigations Division. Through their investigation, detectives obtained additional information including part of the interaction captured by a surveillance camera in the area.

St. Mary’s County Sheriff’s Office Investigating Sex Offense


On the afternoon of May 19, 2017, deputies from the St. Mary’s County Sheriff’s Office began an investigation into a report of a sex offense involving a juvenile female, after initially responding to a private residence in Mechanicsville for a reported disturbance.

Detectives and Crime Lab Technicians from the Criminal Investigations Division (CID) were contacted and continued the investigation. As a result of their investigation, suspect Anton Cortez Queen, 22, of Mechanicsville was later arrested and charged with 2nd Degree Rape and Sexual Abuse of a Minor. 

Cortez is being held at the Detention Center on a no bond status.

St. Mary’s County Sheriff’s Office Participates in Annual Law Enforcement Appreciation Day

On Tuesday, May 9, 2017, the St. Mary’s County Department of Aging & Human Services, along with Triad/SALT (Seniors and Law Enforcement Together), held their annual Law Enforcement Appreciation Day at the Southern Maryland Higher Education Center in Hollywood, MD.
The  St. Mary’s County Sheriff’s Office presented the colors, followed by the National Anthem, sung by students from the Leonardtown Middle School Chorus. St. Mary’s County Sheriff’s Chaplin Steve Kooy led the invocation, memorial service, and benediction.
Assistant Sheriff Major Michael Merican addressed the audience before congratulating the award recipients.
“We have your back and salute you [the community], for your support for us.” He said.
He commended the deputies and correctional officers for the challenging work they do every day and their families for the sacrifices they make.
 “May the last name on the wall remain the last name on the wall,” Merican said.
Several officers recognized from the law enforcement agencies within St. Mary’s County. The local leadership, including elected officials, showed their support by presenting each of the law enforcement officers with citations.
