California Man Charged with Murder


In May of 2018, Christian Scott Ellis, age 25 of Leonardtown, died of a Fentanyl overdose. The St. Mary’s County Sheriff’s Office Vice Narcotics Division conducted an investigation into Ellis’ death, and identified Andrew Gordon Duncanson, age 24 of California, Maryland as the distributor of the fatal dose to the decedent. The investigation determined the distribution of Fentanyl occurred in St. Mary's County. 

In September of 2019, in collaboration with St. Mary’s County State's Attorney Richard D. Fritz, a Circuit Court indictment for the arrest of Duncanson was obtained through the Grand Jury. On September 26, 2019, Duncanson was located in Baltimore and arrested.  
Duncanson was charged with the following:

Duncanson is currently incarcerated at the St. Mary’s County Detention and Rehabilitation Center in Leonardtown on a no bond status.

On Wednesday, Sept. 25, 2019 at 12:57 p.m., the suspect walked out of the Lexington Park Dollar General store with several items that he did not pay for. Crash in Ridge Under Investigation

A Ridge man was injured in a single-vehicle collision early Friday morning.

On Sept. 27, 2019 at approximately 12:19 a.m., deputies from the St. Mary’s County Sheriff’s Office responded to the 13000 block of Point Lookout Road in Ridge for the report of a single motor vehicle collision.

The operator of the vehicle was located at the scene trapped inside with possible incapacitating injuries and was transported by Maryland State Police helicopter to an area trauma center for treatment. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined a 2003 Chevrolet 2500 pickup truck, operated by Adam Patrick Norris, 22 of Ridge, was traveling south on Point Lookout Road in the area of Clark Hilltop Lane when the vehicle left the roadway and travelled down an embankment, striking a telephone pole. The crash caused the operator (the sole occupant) to become trapped in the vehicle. The operator received medical treatment at an area trauma center and is in stable condition.

At this time, speed and alcohol appear to be contributing factors in the crash.

Theft -  On Sept. 24, 2019, DFC. Matthew McCuen responded to the 23800 block of Mervell Dean Road in Hollywood, for the reported theft.  Investigation determined over a period of time, a store employee, Alanna Nichole Dodson, age 20 of Mechanicsville, was removing money from the store register/deposits.  Dodson was arrested and charged with Theft.  Case # 54927-19

Theft - On Sept. 22, 2019, Deputy Courtney Edwards made contact with Katie Lynn Barickman, 39 of Lexington Park, regarding at theft incident at Sheetz in Great Mills on Sept. 11, 2019. Barickman was presented with still photos from the incident and was charged with Theft: Less than $100. Case # 52260-19

Theft - On Sept. 25, 2019, Deputy Latisha Baker responded to the Target store in California for the report of a theft. The loss prevention officer advised that Tina Louise Babcock, 35 of Lexington Park, attempted to conceal clothing items and walk past all points of sale without purchasing them. Violation of Protective Order - On Sept. 25, 2019, Deputy Benjamin Luffey responded to the 46000 block of West Westbury Boulevard in Lexington Park for the report of a violation of a protective order. Deputy Luffey observed numerous texts on the victim's cellphone, which continued to be delivered during the interview in addition to phone calls. At another residence in Callaway, Deputy Luffey placed Delmar Brandon Smith, 24 of Callaway, under arrest and charged with Violation of Protective Order. Case # 55208-19

Malicious Destruction of Property - On Sept. 25, 2019, Deputy Richard Forbes responded to the St. Mary's County Sheriff's Office for the report of a subject not exiting a vehicle. The victim advised that Ashley Nicole Thomas, 32 of Charlotte Hall, would not get out of the vehicle and return to the St. Mary's County Detention and Rehabilitation Center after work release. When Thomas exited the vehicle, she used a closed fist to punch the victim's rear-view mirror and the radio screen which caused obvious damage. Thomas was returned to the detention center and charged with Malicious Destruction of Property Less than $1,000. Case # 55178-19

Theft - On Sept. 25, 2019, DFC Tyler Payne responded to the Target store in California for the report of a theft. The store's loss prevention officer advised that Joshua Christopher Daye, 27 of Lexington Park, stole a video game. St. Mary's Sheriff's Office Welcomes a New and Returning Deputies

The St. Mary's County Sheriff's Office and Sheriff Tim Cameron welcomed a new deputy and a returning deputy on Wednesday. Deputy Bianca Salas and returning Deputy Artina Manns took the oath of office, administered by St. Mary's County Clerk of the Court Debra Burch at Sheriff Cameron's office, observed by family members and Sheriff's Office personnel.

Identity Needed for Theft Suspect

The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured. On Thursday, Sept. 19, 2019 at 1:30 pm, the suspect entered the St. Mary’s Gas Station in Clements and picked up a drink and an energy enhancement product. The suspect paid for the drink but put the energy enhancement product into his pocket and left the store in a white four-door Mercedes with Maryland tags. Unlicensed Business Alert


On Thursday, Sept. 16, 2019, the St. Mary’s County Sheriff’s Office responded to the report of a business dispute involving substandard driveway sealcoating at the 37000 block of Newlands Street in Mechanicsville. A subject representing Mitchell’s Paving was contracted to repair and seal the complainant’s driveway.

The cracks were not repaired, and it appeared that an improper product was used, which made the driveway slippery. Mitchell’s Paving of Waldorf is not currently licensed to conduct business in St. Mary’s County. Anyone who is approached by someone selling driveway sealcoating or home repairs should ask to see that person’s business license and/or a Maryland State Contractor’s license. Case # 53310-19

Resisting Arrest/Hindering-   On September 17, 2019, Dep. Graves attempted to conduct a vehicle stop in the 25500 block of Point Lookout Road in Leonardtown, for the reported assault that had just occurred. Steven Dean Sloan Jr., age 47 of Leonardtown, refused to stop, and ultimately fled from his vehicle on foot.  Dep. Graves pursued Sloan, who refused to obey verbal commands.  Sloan was ultimately taken into custody and charged with Obstructing and Hindering, Resist/Interfere with Arrest, and Fail to Stop-Fleeing and Eluding. Trespassing-  On September 17, 2019, Dep. Bowling responded to the 37700 block of Mt. Burglary/Theft-  On September 18, 2019, Dep. Forbes responded to the 22500 block of Meath Road in California, for the reported subject riding a dirt bike on the main road.  Dep. Forbes made contact with Tameron Troiann-Brow Luckett, age 18 of Great Mills, who initially provided Forbes with a false name. Drug Arrest-  On September 18, 2019, Dep. Raley responded to the St. Mary's County Detention and Rehabilitation Center in Leonardtown, for the reported CDS violation.  Investigation determined Charles Edward Summers, age 36 of California, had violated the conditions of his pretrial release and was taken into custody at Circuit Court.  Summers was placed in a cell, and observed pacing and touching his shoe.  Further search of Summers' shoe revealed five hidden pills, (suspected Adderall).  Summers was arrested and charged with CDS: Possession-not Marijuana and Possess Contraband at Place of Confinement.  CASE# 53663-19

Violation of Protective Order-  On September 19, 2019, Dep. Wynnk responded to the 24500 block of St. Andrew's Church Road in Leonardtown, for the reported disturbance in a vehicle. Investigation determined William Ambrose Fenwick, age 30 of Lexington Park, had a verbal disagreement inside the victim's vehicle.  Fenwick is prohibited by a valid court order from having any contact with the victim. Assault-  On September 20, 2019, Dep. Reckless Endangerment/Assault-  On September 21, 2019, Dep. Burgess responded to the 21600 block of Great Mills Road in Lexington Park, for the reported disturbance.  Investigation determined John Sherman Greenwell Jr., age 40 of no fixed address, was told to leave the business by an employee.  Greenwell became agitated and threw a large rock through the glass door of the business, nearly striking the employee.  Greenwell was arrested and charged with Reckless Endangerment, Assault 2nd Degree, and Malicious Destruction of Property.  CASE# 54384-19

Assault-  On September 23, 2019, Dep. Budd responded to the 21800 block of Tulagi Place in Lexington Park, for the reported stabbing.  Investigation determined Larry Joseph Murphy, age 37 of no fixed address, assaulted the victim during argument over a previous issue between Murphy and the victim. The victim advised during the argument, Murphy knocked him to the ground, produced a knife and stabbed him in the right side near the victim's waist. Alter Drug Test-  On September 23, 2019, Dep. Budd responded to the St. Mary's County Detention and Rehabilitation Center in Leonardtown, for the reported altered urine test. Shelby Lynn Carroll, age 26 of Leonardtown, was brought back to the detention center by correctional officers, after her home detention equipment had been inactive during the weekend. Capt. Yingling Graduates from FBI National Academy

Capt. David Yingling
Sheriff Tim Cameron and the St. Mary’s County Sheriff’s Office congratulate Capt. David Yingling, Commander of the Patrol Division, for his graduation from the FBI National Academy this month.

Capt. Yingling was one of 256 law enforcement officers to complete the 277th session of the National Academy, graduating on Sept. 13, 2019.

Internationally known for its academic excellence, the National Academy offers 10 weeks of advanced communication, leadership and fitness training. Participants must have proven records as professionals within their agencies to attend. On average, the participating officers have 21 years of law enforcement experience and usually return to their agencies to serve in executive level positions.

More than 52,000 graduates have completed the FBI National Academy since it began in 1935. The National Academy is held at the FBI Training Academy in Quantico, Va., the same facility where the FBI trains its new special agents and intelligence analysts.

Capt. Yingling joined the St. Mary’s County Sheriff’s Office as a deputy in 1998. In 2010, Yingling was promoted to Lieutenant and as the Assistant Commander of the St. Mary’s County Bureau of Criminal Investigations, a joint unit of the Sheriff’s Office and Maryland State Police. In 2017, Yingling was promoted to Captain and named Commander of the Patrol Division.

“Capt. Yingling has always been a steadfast and consummate professional during his tenure at the Sheriff’s Office,” Sheriff Tim Cameron said. “Capt. Yingling’s graduation from the FBI National Academy is an extraordinary achievement in what is already an impressive, dedicated and devoted career. I commend him on this most recent and notable accomplishment. The St. Mary’s County Sheriff’s Office is very proud of him,” the Sheriff said.

Traffic Tip Tuesdays: Provisional licenses

Before a driver is granted a driver’s license in Maryland, there is the provisional license phase, where the driver gains experience by driving without supervision but with restrictions. The restrictions include the use of a cellphone, transporting passengers, driving at night or under the influence of alcohol or drugs.

All provisional drivers must maintain a clean driving record for 18 months before they are eligible for a full Maryland driver’s license, according to the Maryland Motor Vehicle Administration. With a provisional license, you may drive without a supervising driver.

Restrictions:

Provisional drivers under the age of 21 may not drive with any measurable alcohol in their systems.

For provisional license holders under the age of 18 may not drive with passengers under the age of 18, other than immediate family members, for the first 151 days without a qualified supervising driver, and may not drive between midnight at 5 am unless:

-a supervised, licensed driver who is at least 21 years old and has three years of driving is with them,

-you are driving to or from a job, official school activity, organized volunteer program or are participating in an athletic event or related training session.

Provisional drivers may not use any wireless communication device, including a hands-free device and must use a safety belt for every trip as well as passengers.

Any conviction or probation before judgment with a provisional license will restart the 18-month time period one must hold the provisional license.

Vice Narcotics Arrests in Lexington Park




In September of 2019, the St. Mary’s County Sheriff’s Office Vice Narcotics Division began an investigation into the distribution of controlled dangerous substances by Dedron Manuel Neal, age 27 of Lexington Park.  On September 21, 2019, with the assistance of the Sheriff’s Office Emergency Services Team and Sheriff’s Office K-9, members of the Vice Narcotics Division executed a search and seizure warrant at Neal’s residence in Lexington Park. Neal was located in the apartment and found to be in possession of suspected cocaine.  Also located in the residence was Heather Nicole Hugel, age 29 of Aquasco.

Neal and Hugel were arrested and charged with CDS: Possession- Not Marijuana and CDS: Possession- Paraphernalia, and incarcerated at the St. Mary’s County Detention and Rehabilitation Center in Leonardtown, Maryland.

Additional charges are pending review with the Office of the State’s Attorney for St. Mary’s County.

LaFave responded to the 28900 block of Shannon Court in Mechanicsville, for the reported trespassing.  Investigation determined the victim had pulled into the driveway of Gregory Bertrand Gagnon, age 54 of Mechanicsville, at which time Gagnon confronted the victim, which was in violation of a valid court order which states Gagnon is prohibited from having contact with the victim by any means.
