Arrests 3-30-15

Trespass - On March 27, 2015, Deputy Potter responded to the St. John's School located on St. John's Road in Hollywood, for the report of a suspicious male on the swing in the playground. Deputy Potter located the male subject identified as Steven Thomas Miller, age 37, of Great Mills, on the swing. Miller refused to answer Deputy Potter and would only sit on the swing while staring into space. The school principal had told Miller to leave several times prior to calling police and he refused. As a result, the school was placed on locked down. Deputy Potter advised Miller to leave or he would be arrested. Miller ignored Deputy Potter and refused to get off of the swing. Deputy Potter grabbed Miller's arm in an attempt to take him into custody at which time he resisted. After a brief struggle with multiple deputies, Miller was taken into custody. Miller was transported to the St. Mary's County Detention Center and charged with Trespass - Private Property, Resisting Arrest, Disruption of School Activities. CASE #17182-15

Assault - On March 27, 2015, Deputy Muschette responded to a residence in the 21000 block of Liberty Street in Lexington Park, for an assault. The victim alleged, suspect Justin Tripplett Tolliver, age 32, of Lexington Park, bit the victim's hand during an argument. Deputy Muschette observed fresh injury on the victim's hand. Tolliver was placed under arrest and transported to the St. Mary's County Detention Center. He was charged with 2nd Degree Assault. CASE #17230-15

Theft of Motor Vehicle - On March 28, 2015, at 4:14 PM, Deputy Foor responded to Three Notch Road in the area of Shady Mile Drive in California, for the report of a disabled vehicle. Deputy Foor contacted the driver, identified as Robert John Loving, age 36, of Great Mills, who advised the vehicle ran out of gas. While running the vehicle registration, Deputy Foor learned the 2015 Jeep Cherokee Loving was operating was stolen from a rental company at BWI airport. Loving was placed under arrest and transported to the St. Mary's County Detention Center. He was charged with Motor Vehicle - Unlawful Taking and Failure to Return Rented Vehicle. CASE #17451-15

Child Abuse - On March 30, 2015, at 1:15 AM, Deputy Muschette responded to a residence in the 21000 block of Great Mills Road in Lexington Park, for a reported assault. The victim alleged suspect Donna Marie Vincent, age 44, of Lexington Park, struck the victim several times all over the body with an audio visual cord. Deputy Muschette observed fresh injuries all over the victim's body. Vincent was placed under arrest and transported to the St. Mary's County Detention Center. She was charged with 2nd Degree Child Abuse and 2nd Degree Assault. CASE #17738-15

Mechanicsville, Maryland - On March 29, 2015, at around 10:15 PM, unknown suspect(s) stole the stop sign located on Mechanicsville Road at the Budd's Creek Road intersection. 


Corporal Emory Johnson is asking for the public's help in identifying the suspect or suspects responsible for this theft.

3-28-15 Shooting Complaint - at 11:06 PM, the Emergency Communications Center received a report from one complainant who heard multiple gun shots fired in the area of Old Rolling Road in California. Deputies were in the area within minutes and nothing was observed. CASE #17288-15

3-28-15 Shooting Compliant - At 11:58 PM, the Emergency Communications Center received a report from one complainant who heard multiple gun shots fired in the area of Flower Drive in Lexington Park. Deputies were in the area within minutes and nothing was observed. CASE #17304-15

3-29-15 Burglary - A victim, who resides on Chaptico Road in Mechanicsville, reported unknown suspect(s) entered her residence sometime since December 2014 and stole property. Case remains open. CASE #17543-15

3-29-15 Shooting Complaint - At 12:15 AM, the Emergency Communications Center received 2 reports from complainants who heard multiple gun shots in the area of Deerwood Park Drive in Leonardtown. Deputies responded to the area and nothing was observed. CASE #17557-15

Arrests 3-26-15

Solicitation of a Minor – On March 9, 2015, detectives from the Criminal Investigations Division began an investigation after receiving information, John Allen Combs SR., age 42, of Lexington Park, a tier 1 registered sex offender, had posted child pornography on his social media sites.

During the investigation, Combs began communicating with a 15 year old girl via a social media website. Over the course of several days, the communication continued and lead to Combs sending nude photos of himself to the 15 year old girl. Combs then requested the girl have sexual intercourse with him.

On March 18, 2015, Combs responded to a predetermined location to meet with the 15 year old girl and was placed under arrest by detectives.    

Combs was transported to the St. Mary’s County Detention Center and charged with Felony Sexual Solicitation of a Minor and 2 COUNTS of Sex Offender Violation. CASE #14637-15

Assault; Resisting Arrest – On March Deputy D. Smith responded to a residence on Jay Dee Court in Great Mills, for a domestic assault in progress. The victim alleged suspect Robert Alan Mandley JR., age 28, of Charlotte Hall, was intoxicated and struck the victim in the face with his fist. Mandley then struck a second victim in the face. He had also damaged property in the residence prior to the assault. Deputy Smith placed Mandley under arrest and in handcuffs. While walking Mandley to the patrol car he attempted to flee from deputies. Mandley was quickly apprehended and placed in the patrol car. He was transported to the St. Mary’s County Detention Center and charged with 2nd Degree Assault, Property Destruction Over $500, Failure to Obey Lawful Order, and Resisting Arrest. CASE #14583-15

Assault – On March 16, 2015, DFC Bowen responded to a residence on Rowan Knight Drive in Lexington Park, for a reported assault. The victim alleged suspect Stephan Domont Alston, age 54, of Lexington Park, strangled the victim with his hands during an argument. The victim was able to get free and call 9 1 1. DFC Bowen observed fresh evidence of injury on the victim’s throat. Alston was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with 2nd Degree Assault. Violation Protective Order – On March 16, 2015, Deputy LaFave responded to a residence on Frank Hayden Lane in California, for a reported violation of a protective order. The victim alleged suspect Michael Jonathan Reeb, age 28, of Great Mills, contacted the victim on social media via third party in violation of an active protective order. Deputy LaFave located Reeb and placed him under arrest. He was transported to the St. Mary’s County Detention Center and charged with Violation Protective Order. CASE #14957-15

Assault – On March 17, 2015, Deputy H. Smith responded to the Circuit Courthouse in Leonardtown, for an assault. On arrival, Deputies assigned to court security had two suspects in custody identified as Josephine Bernetta Tippett, age 19, of California, and Angela Rose Tippett-Wedding, age 36, of California. Deputies heard a disturbance in the hallway and found the suspects kicking the victim. Deputies separated the parties and placed Josephine Tippett in handcuffs after she refused to cooperate and continued to act in a disorderly manner.

The investigation revealed the suspects assaulted the victim as she exited the courtroom with suspect Angela Tippett-Wedding’s ex-husband. Tippett-Wedding struck the victim in the face with her forearm and pushed her backwards to the floor. The victim was able to stand up after others intervened. At that time, Josephine Tippett struck the victim in the forehead while Tippett-Wedding bit the victim’s leg. Deputies arrived and broke up the fight.

Tippett-Wedding and Tippett were placed under arrest and transported to the St. Mary’s County Detention Center. Both were charged with 2nd Degree Assault. CASE #15074-15

Violation Protective Order – On March 17, 2015, Deputy K. Molitor responded to a residence on Goldenrod Drive in Great Mills, for the report of a protective order violation. The victim alleged suspect Deena Jo Neville, age 47, of Great Mills, contacted the victim by calling the victim’s phone and sending text messages in violation of an active protective order. Deputy Molitor located Neville and placed her under arrest. Neville was transported to the St. Mary’s County Detention Center and charged with Violation Protective Order. CASE #15217-15

Theft – On March 20, 2015, DFC Knott responded to the Taco Bell located on MacAurthur Boulevard in California, for a reported employee theft. The investigation revealed suspect Taneesha Shantel Washington, age 23, of Leonardtown, was in charge of depositing the money from the business in her capacity as the assistant manager. The district manager indicated deposits totaling over $3,800 were not dropped by Washington between March 17 and March 20. Washington was placed under arrest and transported to the St. Mary’s County Detention Center. She was charged with 2 COUNTS Theft $1,000 to Under $10,000. CASE #15822-15

First Degree Assault – On March 20, 2015, Deputy Cole responded to a residence on Jay Dee Court in Lexington Park, for a man with a gun. The victim alleged he was stopped at a traffic light on Great Mills Road, when suspect Charles Timothy Moore, age 33, of Lexington Park, pulled his vehicle next to him. The victim and Moore began to argue. They proceeded to drive to the residence on Jay Dee Court where both got out of their vehicles and the argument continued. Moore suddenly walked back to his vehicle and retrieved a black handgun. He then pointed the handgun at the victim and indicated he was going to kill him. Moore then stopped and walked inside the residence with the handgun. The handgun was determined to be a BB gun, which the victim believed to be real. Moore was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with 1st and 2nd Degree Assault. CASE #15864-15

Patrol Deputies Arrest 2 for Burglary

St. Mary's City, Maryland – On March 20, 2015, at 4:35 PM, deputies responded to a residence on Morning Glory Lane, for a reported burglary to an occupied residence. The Emergency Communications Center received a description of the suspect vehicle and provided it to responding deputies. Corporal J. Graves observed the vehicle in the parking lot of an apartment complex located in the 13000 block of Point Lookout Road in Ridge. Corporal Graves and additional deputies attempted to locate the occupants of the vehicle while Deputy T. Wesner responded to the scene of the burglary.

The burglary victim alleged he heard noises coming from the basement. When he entered the basement he found the exterior doors wide open and the suspect vehicle pulling out of the driveway. The victim was able to see the driver and a passenger in the vehicle. Deputy Wesner determined suspects forced entry into the residence through the basement door damaging the door and frame. However, the homeowner interrupted the suspects before anything was stolen.


Meanwhile, deputies at the apartment complex were able to determine which apartment belonged to the operator of the suspect vehicle. Deputies subsequently searched the apartment and located suspects Deandre T. Keys, age 18, of Lexington Park, and Terrance Marquis Savoy, age 22, of Ridge, hiding in the attack under insulation. Keys and Savoy were placed under arrest and transported to the St. Mary’s County Detention Center. Both were charged with 1st Degree Burglary and Malicious Destruction of Property Under $1,000. Fatal Vehicle Crash - Leonardtown

Leonardtown, Maryland - On March 22, 2015, 3:38 AM, deputies responded to a motor vehicle crash on Point Lookout Road in the area of Juniors Court. Deputies located a 1996 Cadillac Seville resting in the woods against a tree. The operator, identified as Daniel Mark Boarman, age 50, of Mechanicsville, was pronounced dead on the scene. 

Members of the St. Mary's County Sheriff's Office Collision Reconstruction Unit responded to the scene and assumed the investigation. Preliminary investigation indicated the vehicle left the roadway for unknown reasons and struck a tree. Speed is believed to be a factor in the crash.

**NEW PHOTOS** of FRAUD Suspects Targeting Elderly

UPDATE 3-20-15 12:40PM:
California, Maryland - A citizen was recently in the Wildewood development and approached by the two female suspects pictured below. The citizen purchased magazines from the women but later felt they were not legitimate due to recent #SMCSO social media posts and news reports. He located the two, (who were still in Wildewood), and demanded his money be returned. When the two suspects refused, the citizen took these photos of them as they posed. 




The St. Mary's County Sheriff's Office needs the public's help in identifying these two fraud suspects.

Lexington Park, Maryland - The St. Mary’s County Sheriff’s Office is warning the public to be on the lookout for the two fraud suspects pictured above. These suspects are believed to be targeting elderly citizens living in senior living facilities; however they could be targeting anyone, anywhere. They are entering these secured buildings by following closely behind a resident. They may also attempt to gain entry by contacting apartment residents using the exterior keypad. They then use some type of ruse to prompt the resident to let them in. We also need your help in identifying them. 

On Friday, March 13, 2015, at 5:07 PM, the suspects entered the Victory Woods senior apartments located on FDR Boulevard, (behind Kohl's Department Store), by following a resident into the secured building. Once inside, they began knocking on doors identifying themselves as college students selling magazines, or raising money for the VFW, or St. Jude’s Hospital - changing their story every time they approached another apartment resident.  

While inside one victim’s apartment the suspects stole a credit card, which was later used. 

Both suspects are white females possibly in their twenties. The taller suspect, wearing a black hooded jacket and white shirt, spoke with a speech impediment. The heavier suspect, wearing a gray hooded sweatshirt, had tattoos on both forearms. CASE #14893-15






3 Armed Robbery Suspects Apprehended - Rod N Reel

Lexington Park, Maryland - On March 19, 2015, at 11:11 PM, deputies responded to the Rod N Reel store located at 18161 Three Notch Road, for an armed robbery in progress. Three (3) black male suspects entered the store armed with shotguns and a handgun. They pointed the weapons at the clerk and demanded money. The suspects ended up stealing the cash register, which contained an undisclosed amount of money then fled the scene.

A witness was passing by when the suspects exited the Rod N Reel with shotguns and a cash register. The witness called police and provided the make and model of the vehicle; Honda sedan with Maryland registration. A short time later, deputies observed the suspect vehicle and attempted to stop it. The driver refused to stop and a chase ensued. The Honda subsequently crashed in the area of Garrett Mobile Home Park on Point Lookout Road and two (2) passengers fled on foot. The driver, identified as Darrell William Battle, age 20, of Lexington Park, was immediately apprehended. 

Additional patrol officers, Sheriff's Office K9 units, the Maryland State Police helicopter, and detectives from the Criminal Investigations Division saturated the area and conducted an exhaustive search for the remaining suspects. Both suspects were apprehended in short order and are identified as Joseph Deontay Jenkins, age 21, of Lexington Park, and Robert Martiese Morgan, age 19, of Lexington Park. 

Detectives from the Criminal Investigations Division assumed the investigation.

Battle, Jenkins, and Morgan were placed under arrest and transported to the St. Mary's County Detention Center. They were each charged with Armed Robbery, Robbery, 1st Degree Assault, Firearm Use in Felony Violent Crime, and Theft Under $1,000. 

The investigation into this crime continues. Additional information will be released as it is developed.

St. Patrick's Day DUI Checkpoint Results

March 17, 2015, the St. Mary’s County Sheriff’s Office conducted impaired driving enforcement operations for the St. Patrick’s Day holiday. 
From 4:00 PM to 7:00 PM, deputies assigned to the Special Operations Division, Patrol Division, and the Lexington Park COPs UNIT conducted a saturation patrol throughout St. Mary’s County specifically targeting impaired or distracted drivers. In 3 hours, deputies conducted 61 vehicle stops resulting in 19 written citations and 42 warnings.
Between 7:00 PM and 8:00 PM, deputies conducted a sobriety checkpoint on Point Lookout Road at Junior's Court in Leonardtown. 241 vehicles passed through the checkpoint with zero suspected impaired drivers.

Robbery Suspect Apprehend Using Victim's Bank Card - Paolillo

Mechanicsville, Maryland - On March 18, 2015, at 11:05 PM, Corporal E. Johnson responded to a residence in the 40000 block of Beach Drive, after a victim called 9 1 1 reporting a robbery. Deputy Johnson arrived at the residence and found the victim with her hands handcuffed behind her back. The victim alleged suspect David Alexander Paolillo, age 38, of Mechanicsville, handcuffed the victim’s hands behind her back and tied her feet together. Paolillo, who is known to the victim, stole the victim’s bank card, cell phone, and vehicle keys from her pockets. He then fled the area in the victim’s vehicle. Paolillo was quickly located at a bank in Charlotte Hall where he used the victim’s bank card to withdraw money and was placed under arrest. The investigation also revealed Paolillo entered the residence in violation of an active protective order. Paolillo was transported to the St. Mary’s County Detention Center and charged with Robbery, 2nd Degree Assault, Unlawful Taking Motor Vehicle, Theft Under $1,000, Violation Protective Order, and False Imprisonment. He remains incarcerated on NO BOND. CASE #15427-15

Charlotte Hall, Maryland - The St. Mary’s County Sheriff’s Office is asking for the public's help in identifying the suspect pictured below. 

On Tuesday, February 10, 2015, at 1:32 PM, she loaded a shopping cart and a blue plastic bin with merchandise and left the Dollar General store located at 30547 Potomac Way, without paying. 

The suspect left the parking lot in a green 1997 Chevrolet Silverado pickup truck with Maryland registration plates. CASE #7983-15

Lexington Park Man Charged With Sex Offense - Huff

Leonardtown, Maryland – On March 16, 2015, deputies responded to MedStar St. Mary’s Hospital for a reported sexual offense. A 5 year old female victim disclosed she had been sexually assaulted by suspect Alan Lee Huff, age 40, of Lexington Park. Based on the nature of the allegations Detectives from the Criminal Investigations Division responded to the hospital and assumed the investigation.

During the investigation, a second female victim, age 6, disclosed she had also been sexually assaulted by Huff.

Detectives executed search and seizure warrants and evidence was recovered.  

Huff was placed under arrest and transported to the St. Mary’s County Detention Center where he is being held on NO BOND. He has been charged with:

2 COUNTS 1st Degree Sexual Offense
2 COUNTS Sexual Abuse of Minor
2 COUNTS Sodomy
Child Pornography Film/Computer Sexual Act
2 COUNTS Assault 2nd Degree
2 COUNTS 4th Degree Sexual Offense

St. Patrick's Day DUI Enforcement Operations

St. Mary's County, Maryland - Members of the St. Mary's County Sheriff's Office Patrol and Special Operations Divisions and the Lexington Park COPs UNIT will be out in force on Tuesday, March 17th, for the St. Patrick's Day holiday.  Deputies will be aggressively enforcing impaired driving laws with saturation patrol and a SOBRIETY CHECKPOINT which will be conducted in the northern end of St. Mary's County. 

FACT: 152 people lost their lives as a result of impaired drivers in Maryland in 2013. All of these deaths were preventable.  

Don't drink and drive sounds simple, because it is simple. If you plan on drinking, make arrangements or invite a designated sober driver to come along. Otherwise, your ride home will be to the county detention center, the hospital, or worse. 

Sheriff Tim Cameron and the men and women of the St. Mary's County Sheriff's Office ask you to have a safe St. Patrick's Day holiday and "Like the warmth of the sun and the light of the day, may the luck of the Irish shine bright on your way" - unknown. 



Vice Narcotics Arrests 3-16-15

Over the last several months, detectives from the Vice/Narcotics division continued to work the investigation involving a network of individuals who are fraudulently obtaining “Promethazine-Codeine” syrup known on the street as “Purple Drank”. The suspects, Phillip Jean Gilles Robinson (Age 24 of Hyattsville, MD) and Garea Beonna Goodall (Age 22 of Washington, D.C.), arrived to pick up the fraudulent prescription and were arrested. Some of the items seized included an empty prescription bottle of Promethazine-Codeine syrup,  2 phones, digital scale, plastic bags, 2 mason jars with suspected marijuana, a written note with numerous pharmacy names and addresses and other personal documents. Suspect Goodall is an unemployed medical assistant. Both suspects were arrested and additional charges are pending a review with State’s Attorney Richard D. Fritz. The two listed suspects are part of a larger network of individuals who are fraudulently obtaining “Promethazine-Codeine” for the purpose of distributing to create the street drug “Purple Drank”. Several suspects have already been arrested and are currently wanted. Detectives are working with investigators from several other jurisdictions in Maryland and Virginia on the related instances.

Information was received regarding heroin being sold from a home in which Javar Charles Nolan reside. This home and the home next door owned by Johnny Duane Edwards (Age 44) became targets of search and seizure warrants which were executed by the St. Mary’s County Sheriff’s Office Emergency Services Team, Charles County Sheriff’s Office Emergency Services Team, K-9 deputies and Narcotics Support Team members. Inside the Nolan home detectives recovered more than $500.00 in marijuana, heroin, digital scales, packaging materials and more than $1,300 in cash. Wendy Jo Day (Age 29) was located inside the home and found to be in possession of a controlled dangerous substance and related paraphernalia. All three were arrested and additional charges are pending a State’s Attorney’s Office review. During the search warrant on the neighbor’s home, detectives located heroin, baggies of crushed “oxycodone” prepared for sale, “alprazolam” tablets, burnt spoons, syringes and a digital scale. Suspect Edwards was also arrested and additional charges are pending against him as well.

Narcotics detectives began an investigation into drugs being smuggled into the St. Mary’s County Detention Center and as a result, Lawrence Edward Keister was arrested and charged. Suspect Keister swallowed a balloon full of ‘Suboxone” which was provided to him during a court ordered doctor visit in Leonardtown. The drugs were provided by Carey Holmes Bowen (Age 38 of Lexington Park) Suspect Bowen is the girlfriend of inmate John Francis Tippett Jr. (Age 38) who was the intended recipient of the smuggled drugs. Inmate Tippett was going to exchange “commissary” for the drugs once they made it into the facility. Detectives continued to gather information and obtained a search warrant for Suspect Bowen’s person in an attempt to recover her cellular phone. Suspect Bowen was instructed by Inmate Tippett Jr. to contact a third party, obtain a list of items the third party wanted and then respond to the Wal-Mart in King George, Virginia to steal the desired items. A list and photos were obtained by Suspect Bowen and detectives awaited her return to St. Mary’s County. When she returned, detectives, members of the Vice/Narcotics Support Team and K-9 deputies were waiting for her. She was stopped and the search warrant was executed, she was arrested and charged with “Driving While Suspended” and the stolen items were seized. A Deputy from the King George County Sheriff’s Office met detectives at the Wal-Mart in Virginia and the property was returned, the surveillance video was recovered and all of the information was provided to the local deputy for charges. A felony arrest warrant was issued and served on Suspect Bowen.  Suspect Tippett is in jail awaiting a “Pre-Sentence Investigation” report for a felony theft scheme which occurred at our local Wal-Mart and was investigated by the St. Mary’s County Sheriff’s Office Criminal Investigation Division. Additional charges are pending a review with State’s Attorney Richard D. Fritz related to Suspects Tippett and Bowen.

Detectives received information regarding a 17 year old male suspect in the California area who was selling and using marijuana at his home. As a result of the investigation, evidence was obtained and search warrant was executed. Recovered from the home was marijuana and related paraphernalia. The juvenile was on probation and the Department of Juvenile Justice responded. The juvenile was arrested and detained at Cheltenham Juvenile Detention Facility until a hearing could be set.

2 Teens Charged in Attempted Burglary - Burch Mart

Leonardtown, Maryland - On March 9, 2015, deputies responded to the Burch Mart convenience store and gas station located on the corner of Route 5 and Route 245, for a burglar alarm activation. As Deputy Steinbach entered the parking lot he observed two (2) suspects run from the front door of the business in opposite directions. Deputy Holdsworth and DFC Kerby pursued one of the suspects while Deputy Steinbach pursued the other. One of the suspects was apprehended behind Father Andrew White School by Deputy Holdsworth; the other suspect was not located. Additional deputies, K9 units, and troopers from the Maryland State Police Leonardtown Barrack attempted to locate the second suspect with negative results.  

The investigation revealed both male juvenile suspects hatched a plan to burglarize the business. Suspects placed tape on the door in an effort to prevent the glass from shattering and to minimize the noise. The suspects then struck the door with a blunt object which activated the businesses alarm. 

The second suspect was located at his residence a short time later. Both suspects, (age 15 of Leonardtown), were placed under arrest and charged with Felony 2nd Burglary and 4th Degree Burglary - tools. The suspects were transported to the St. Mary's County Sheriff's Office Headquarters where they were processed and released to the custody of a parent(s). CASE #13207-15
