Update: Enhanced Impaired Driving Initiatives Scheduled for this Evening

Update: 

On April 28, 2017, the St. Mary’s County Sheriff’s Office in partnership with the Maryland State Police and the Calvert County Sheriff's Office hosted a “Border to Border” sobriety checkpoint in the area of the Thomas Johnson Bridge in California, Maryland.

A total of 595 vehicles passed through the checkpoint held on the St Mary's County side of the bridge. No operators were found to show signs of impairment.

The St. Mary’s County Sheriff’s Office thanks residents for their cooperation during the checkpoint. 

UPDATED: St. Mary’s County Sheriff’s Office Locates Suspect Involved in Motor Vehicle Pursuit in Ridge

On April 27, 2017, at 7:38 p.m., St. Mary’s County Sheriff’s Office deputies located a stolen 2001 Buick Regal in the area of Route 5 and Route 235. The investigation revealed the suspects were involved in a theft from a vehicle in the parking lot of Giant in California, Maryland. St. Mary’s County Sheriff’s Office units attempted to stop the vehicle which continued traveling on South Route 5 before striking a tree on Rodo Beach Drive in Scotland, Maryland.

The driver, identified as Shandra Etzweiler, age 33, of Pennsylvania was placed in custody while the passenger continued to elude police by fleeing on foot in the area of Ridge, Maryland. The driver was flown to shock trauma for the treatment of non-life threatening injuries. The driver and passenger are both residents of Pennsylvania.

The St. Mary’s County Sheriff’s Office did not have information that the subject was armed.

The search concluded the morning of April 28 when the suspect was located in a dollar store in Ridge, Maryland.

The Sheriff’s Office thanks the Maryland State Police and Maryland State Police “Trooper 7” for their assistance in the investigation, along with residents for their cooperation, and the dollar store for providing information that led to the apprehension of the suspect.

04/25/17 - Assault 2^nd Degree on DOC Employee - Corporal J. Davis responded to the St. Mary’s County Detention Center for the report of an alleged assault on personnel.  The iInvestigation revealed the suspect Jackson Columbus Sage, 61 of Lexington Park, MD, struck the victim, a  Correctional Officer with a food tray.  The suspect was charged with Assault 2^nd Degree of a DOC Employee and released back to the custody of the detention center.  CCN# 22113-17

Bishop, Kanard Jaivon

04/26/17 – Possession of Contraband in place of confinement - Deputy D. Sidorowicz responded to the St. Mary’s County Detention Center for a reported contraband violation.  The investigation revealed the suspect Kanard Jaivon Bishop, 19 of Leonardtown, MD, returned from work release and attempted to conceal a cellular phone in the waistband of his pants after securing his other belongings in his assigned locker, in an attempt to enter the housing area with the cell phone.  Cell phones are not allowed within the housing area of the facility and are considered prohibited contraband.  The suspect was charged with Possession of Contraband in place of confinement and released back to the custody of the detention center.  CCN# 22191-17

Thompson, Dwayne Anthony

04/26/17 – Disturbing peace/Hinder passage.  The Emergency Communications Center received multiple telephone calls for a subject blocking traffic by walking in the middle of Loveville Rd, in the area of Kavanaugh Rd.  Deputy D. Sidorowicz arrived on scene and observed the suspect Dwayne Anthony Thompson, 54 of Loveville, MD, walking in the travel portion of the roadway.  The suspect refused directions to stay out of the roadway, yelling profanities at the Deputies and threatening to physically engage them.  Deputy Sidorowicz arrested the suspect and transported him to the St. Mary’s County Detention Center where he was charged with Disturbing the peace/Hinder passage.  CCN# 22222-17

Several local agencies coordinate active shooter response

Almost daily, news teams cover a threat of an active school shooter, and sometimes those threats become a reality. St. Mary’s County is not immune from this danger. Recognizing that, local agencies collaborated to make preparing for an active shooter or other catastrophic tragedy a priority.

On Thursday, March 30, several agencies gathered for table top exercises and a methodical discussion about what to do to prepare for an active shooter at a St. Mary’s County Public School. The day was led by the Emergency Services and Technology Emergency Management Coordinator, Gerald Gardiner.

“We put together a scenario to discuss what everyone should be doing if the event took place,” said Gardiner. “The purpose of the exercise was to take a critical look at our response plans and procedures and to determine where we need to improve.”

The exercise which included Sheriff Tim Cameron and members of the St. Mary’s County Sheriff’s Office; Superintendent Scott Smith; multiple principals, educators, and counselors with the St. Mary’s County Public Schools; Maryland State Police; representatives from the FBI; and representatives from state emergency management organizations.

“Unfortunately, a tragedy like this could occur here in St. Mary’s County,” said Sheriff Cameron. “In the event, this happens, training together will mean we will work better together. It’s no different from our Emergency Services Team or our K-9 Unit that trains together regularly. We are doing the same thing here, establishing good working relationships to understand each agency’s role and how those roles will all fit together.”

The exercise divided the groups into sections that focused on communication to parents, the media, and residents during the event; the law enforcement response; and reunification. During an active event, the reunification center is where parents can reunite with their children. St. Mary’s County Public Schools Superintendent Scott Smith established a reunification committee that offered a unique perspective on the training.

"The Reunification Committee is tasked with reviewing best practice and proposing a plan for reuniting students with their parent(s)/guardian(s) following the event of a school tragedy. The opportunity to collaborate with local, state, and federal experts on responding to crisis situations was highly beneficial in the drafting of a cohesive reunification plan. We are fortunate to live in a community where all stakeholders are committed to the well-being of our students, parents, and staff. " said Amanda Knobel, St. Mary’s County Public Schools counselor.

After each table had explained its response in this situation, the moderator gave discussion time for different organizations to make recommendations and pose questions to the other tables.

The exercise is an extension of an active shooter drill that took place at Great Mills High School last year that was evaluated by multiple experienced individuals who are subject matter experts in the event of an active shooter. They graded agencies on their responses to the media, the law enforcement response, and reunification efforts.  The constructive criticism was then used at the tabletop exercise held recently to improve efforts. The scenario presented to the participants was that of a disgruntled parent who came to a local high school, Great Mills, and opened fire, injuring and killing multiple students and teachers before killing himself.

The event concluded with a mock press conference led by the sheriff’s office Public Information Officer, Jennifer Stone, and Sheriff Cameron with additional speakers including Bob Kelly, Director of Emergency Management and Technology; Lt. Tom White, Commander of the Maryland State Police; Superintendent Scott Smith; and the Southern Maryland Field Representative for the FBI.

 “Drills and exercises are essential for all our community partners; the lessons learned and partnerships that are strengthened as a result of the time spent training to make us better prepared to respond to events that may affect St. Mary's County.” Bob Kelly, Emergency Services, and Technology Director. “We still have progress to make, but we [St. Mary’s County] are in  a good place.

04/20/17 - Alter Drug/Alcohol Test - Deputy J. Davis responded to the St. Mary’s County Detention Center in Leonardtown, MD, for the report of an inmate who allegedly altered a urinalysis test.  The iInvestigation revealed the suspect Nicholas (nmn) Kelson, 22 of Lusby, MD, was observed via video surveillance altering a drug screening test.  Kelson was arrested and charged with Altering a Drug/Alcohol Test and released back to the custody of the St. Mary’s County Detention Center.  CCN# 21229-17

  

Grant, Zachary Joseph

04/24/17 - Burglary 2^nd Degree and Theft less than $100 -  Deputies responded to Pawtuxent Bread and Biscuit located in Hollywood, MD for a reported theft.  The investigation revealed while employees were tending to animals at the rear of the business, the suspect later identified as Zachary Joseph Grant, 25 of Chaptico, MD, entered the front of the business and stole U.S. currency from the cash register.  Detective Cpl. D. Alexander assisted Deputies in the investigation and was able to positively identify the suspect through the businesses video surveillance system.  The suspect was then located, arrested, and transported to the St. Mary’s County Detention Center where he was charged with 2^nd Degree Burglary and Theft less $100. Grice, Shirley Ann

04/21/17 – Assault 2^nd Degree - Deputy G. Bare responded to a residence on the 21000 block of Ronald Dr., Lexington Park, MD, for a reported domestic assault.  Deputies met with the victim who advised there was a verbal altercation with the suspect, who was identified as Shirley Ann Grice, 45 of Lexington Park, MD.  The victim advised the suspect was on the victim’s cell phone and cursing at the victim’s mother.  When the victim took the cell phone away from the suspect, the suspect bit the victim on the right arm.  Deputy G. Bare observed the victim’s injuries to be consistent with the account of the incident.  The suspect was arrested and transported to the St. Mary’s County Detention Center where she was charged with Assault 2^nd Degree. Garner, John Robert

04/22/17 - 1^st Degree Escape -  Cpl. B. Foor responded to the St. Mary’s County Detention Center in Leonardtown, MD, for the report of an attempted escape by suspect inmate John Robert Garner, 35 of Mechanicsville, MD.  The investigation revealed that Garner concealed himself inside of a food tray cart that was removed from his housing unit at the conclusion of lunch.  The suspect remained concealed inside of the cart when he was subsequently discovered by Correctional Officer Hersh.  The suspect was arrested and charged with 1^st Degree Escape.   CCN# 21565-17

04/22/17 – Theft Less $100.  On 02/26/17 Cpl. B. Foor responded to the Designer Shoe Warehouse in California, MD, for the report of a theft.  The investigation revealed two suspects entered the business and acquired a pair of shoes. The suspects placed the shoes into the baby stroller they had with them and exited the store failing to pay for the merchandise.  The suspects were subsequently identified as Hayley Ann Christensen, 20 of Great Mills, MD, and Triston Dennis Sweat, 20 of Great Mills, MD.  Both suspects were charged on Criminal Citations for Theft less $100. Mcafee, Yelena Marie

04/24/17 – Violation of Protective Order.  Deputies responded to Iverson Drive, Lexington Park, MD, for an alleged harassment.  Deputies met with the victim who advised the suspect had called the victims cell phone while an active Protective Order was in place.  While Deputies were on scene, the suspect identified as Yelena Marie Mcafee, 19 of Lexington Park, MD, called the victim’s phone again several times.  The investigation revealed the suspect was in violation of an Active Protective Order which protected the victim from the suspect having any form of contact with the victim.  Deputy P. Henry located and arrested the suspect.  The suspect was transported to the St. Mary’s County Detention Center where she was charged with Violation of Protective Order.  CCN# 21961-17

04/19/17– Theft Less $1000 –  Deputies were effectuating an eviction in the 45000 block of Foxchase Dr, in Lexington Park, MD, when a 12 gauge shotgun was located inside the residence.  A serial number check was conducted and found the shotgun to be listed as stolen from Arkansas.  The shotgun was determined to be in the possession of the defendant, Maurice Owen Toon, 60 years of age, of Lexington Park, MD.  Toon was arrested by Deputy D. Smith and transported to the St. Mary’s County Detention Center where he was charged with Theft Less $1000 – CCN# 20990-17

Williams, Christopher Allen

04/19/17– Burglary 1^st Degree and Assault 2^nd Degree - Deputies responded to the St. Mary’s County Sheriff’s Office for the report of an alleged Assault.  Upon arrival, Deputy J. Davis met with the victim who advised the suspect identified as Christopher Allen Williams, 27 of Mechanicsville, MD, unlawfully entered a residence located in the 27000 block of Glenn Ct., Mechanicsville, MD.  Upon entry, the suspect and victim became engaged in a verbal altercation over a personal item of the victim’s.  The altercation escalated when Williams attempted to take possession of the item and a physical struggle ensued.  The investigation revealed, Williams was not welcomed at the residence and assaulted the victim.  Deputy J. Davis arrested Williams and transported him to the St. Mary’s County Detention Center, where he was charged with Burglary 1^st Degree and Assault 2^nd Degree – CCN #21034-17

04/05/17 – CDS Possession – Not Marijuana – Cpl. J. Stone responded to a motor vehicle accident in the area of Three Notch Rd., and St. Andrews Church Rd., California, MD.  The investigation revealed the suspect Richard Casey Quade, 28 of Hollywood, MD, was operating his motor vehicle when he struck another vehicle in transport.  The investigation also indicated that suspect Quade was operating his motor vehicle while under the influence of a controlled dangerous substance.  Cpl. J. Stone located numerous pills identified as oxycodone, hidden within the vehicle Quade was operating.  Cpl. J. Stone arrested and transported Quade to the St. Mary’s County Detention Center where he was charged with CDS Possession – Not Marijuana.  CCN #18617-17

Roberts, Adam Silcott

04/20/17 - Assault 1^st Degree and Assault 2^nd Degree.  Deputies responded to the 48000 block of Park Pines Rd., Lexington Park, MD, for a reported disturbance.  Upon arrival, Sgt. K. Moritz met with the victim who advised, suspect Adam Silcott Roberts, 24 of Lexington Park, MD, and the victim share an apartment.  There was an ongoing dispute due to the victim wanting Roberts out of the apartment.  The suspect arrived at the apartment that afternoon and began to throw the victim’s personal belongings out the back door of the apartment.  The victim indicated a verbal altercation ensued and to avoid the altercation turning physical, the victim turned to walk away when the suspect struck the victim in the back of the head.  The suspect then allegedly displayed a knife, holding it to the victim’s neck and threatened to kill the victim.  The victim and witness were able to flee the apartment and call 911.  Sgt. K. Moritz observed injury to the victim consistent with the chain of events described by the victim and the witness.  The suspect Roberts was arrested and transported to the St. Mary’s County Detention Center where he was charged with Assault 1^st and 2^nd Degree. Suspect Charged with Multiple Sexual Offenses Involving a Juvenile Female

The St. Mary’s County Sheriff’s Office received information about a possible sexual offense involving a juvenile female. The investigation revealed on April 16, 2017, a 14-year-old victim was solicited for a sex act by an unknown male. The victim admitted she and the male engaged in a sexual act inside his vehicle while in the area of Great Mills, Maryland. 

Several investigatory tools were utilized during the course of the investigation identifying Joseph Aloysious Maddox, age 51, of Mechanicsville, Maryland as the male in question. 

Detectives from the Criminal Investigation Division (CID) obtained an arrest warrant for Maddox charging him with the following criminal violations: 

Sexual Solicitation of a Minor 

Sex Offense Third Degree 

Child Porn Solicit Subject 

Assault Second Degree

Maddox was located and placed under arrest. He was transported to the St. Mary’s County Detention Center to await a bond review before the District Court Commissioner.

(Updated) St. Mary’s County Sheriff’s Office Investigating Motor Vehicle Collision Involving Unoccupied Police Vehicle

Driver Identified and Issued Citations in Motor Vehicle Collision Involving Unoccupied Police Vehicle

Update: On April 23, 2017, the driver of the vehicle returned to where the collision occurred and was identified as Daisey Katherine Kantz, age 19, of Lexington Park. Sgt. Merritt made contact with the driver at her house and issued multiple traffic citations including failure to drive vehicle on right half of roadway when required.  

On April 23, 2017, at approximately 12:30 a.m., St. Mary’s County Sheriff’s Office deputies responded to the 43000 block of Drum Cliff Road in Hollywood for a motor vehicle collision. The preliminary investigation reveals an unknown suspect was traveling on Drum Cliff Road in Hollywood when for unknown reasons the operator failed to negotiate a turn, departed the roadway, and entered a front yard striking an unoccupied police vehicle causing significant damage to the rear bumper and quarter panel.

It is believed the striking vehicle fled towards Jones Wharf Road and is described as a white 2000-2001 Toyota Camry.

St. Mary’s County Sheriff’s Office to Conduct Saturation Patrols

The St. Mary’s County Sheriff’s Office, partnering with the Maryland State Police and Calvert County Sheriff’s Office, will conduct enhanced impaired driving initiatives surrounding the Tiki Bar opening, extending from Friday, April 21, 2017, through Sunday, April 23, 2017.

The efforts include saturation patrols throughout the weekend. Officers will evaluate drivers for signs of alcohol or drug impairment, in addition to other traffic infractions. Appropriate actions will be taken against drivers operating a motor vehicle while impaired.

Citizens who observe individuals who appear to be driving under the influence are urged to call 301-475-8008.

Designated Driver Program

Citizens planning on attending the Tiki Bar opening should designate a sober driver. 

Bob Hall, LLC and Anheuser-Busch, working together with the Calvert County Sheriff’s Office, Maryland State Police, the Calvert Alliance Against Substance Abuse and the Calvert and St. Mary’s Counties Community Traffic Safety Programs are sponsoring a Designated Driver program to be held during the annual opening of the Tiki Bar.  The program will run Friday, April 21 and Saturday, April 22 from noon to 10:00 p.m.

St. Mary's County Sheriff's Office Stands with the 12th Aviation Battalion

Though the St. Mary’s County Sheriff’s Office was one of the first responders on Monday, when the UH-60 Black Hawk crashed, we have remained silent. We have chosen to do so out of respect for the investigation, the United States Army and the friends and family of the victim and the other crew members.

This was not our story to tell.

Tuesday evening, the U.S. Army Military District of Washington released the names of those involved in the incident. At this time, we feel it is appropriate to send our deepest condolences to everyone who has been affected by the terrible tragedy which took place on April 17, when a UH-60 Black Hawk crashed during a routine training flight.

We send our deepest prayers to the family, friends and fellow soldiers of Spc. Jeremy Darrell Tomlin, of the 12^th Aviation Battalion, who died during the aircraft crash. We are also keeping Chief Warrant Officer Christopher Nicholas, a pilot, and Capt. Terikazu Onoda, Charlie Company commander, in our prayers as well.

We wish to publicly recognize the acts of kindness and selflessness exhibited in the wake of the crash.

We praise our community members who reacted quickly and administered lifesaving efforts as soon as the crash occurred. These individuals selflessly ran to assist before police and Emergency Service Units arrived on scene. We are thinking of the community’s Fire and Rescue Personnel, in addition to our deputies – especially Corporal Kirkner – who arrived and helped to extricate the crew members from the crash. And to our deputies and detectives who worked tirelessly through the night to preserve and protect the scene.

The Sheriff’s Office thanks, those individuals who brought commodities to those at the scene, the Breton Bay Golf Course for their assistance and hospitality and Eddie Bailey for providing food and drink throughout the evening.

Finally, the entire Breton Bay Community has gone above and beyond to show their support and offer condolences to the 12^th Aviation Battalion and the United States Army by hanging American flags on the poles leading to the crash site.

4-17-2017 – Possession – The Emergency Communications Center received a call for a motor vehicle operating in a reckless manner heading northbound on Point Lookout Road in the area of Lattimore Road in Leonardtown. Corporal B. Foor located the vehicle and observed the vehicle traveling in and out of its lane. Corporal Foor stopped the vehicle and discovered the operator, Thomas Erik Pinekenstein, age 38, of Great Mills, showed signs of impairment. During the stop, suspected Vyvanse capsules were discovered for which Pinekenstein did not have a prescription. He was arrested and transported to the St. Mary’s County Detention Center where he was charged with CDS Possession – Not Marijuana. CASE# 20677-17

4-13-2017 – Trespass: Private Property – Deputy J. Bare responded to Pat’s Seafood in Lexington Park for an individual who was trespassing. The investigation revealed, the suspect James Ernest Wright, age 52, of Lexington Park, entered the restaurant and began yelling. There was an active notice not to tresspass issued by Deputy S. Bowie on Jan. 1, 2017. Weight was issued a criminal citation for trespassing on private property. CASE#20044-17

4-13-2017 – Theft –  Deputy G. Muschette responded to the Kohl’s in Lexington Park for a reported theft. The investigation revealed, Lesvia Lorena Carrillo-Morales, age 32, of Lexington Park, stole items from the store. Morales was transported to the St. Mary’s County Detention Center and charged with Theft Less than $1000. CASE# 19889-17

4-17-2017 – Assault – Sergeant J. Yingling responded to the St. Mary’s County Detention Center for a reported fight between inmates. The investigation revealed inmates, Joshua Michael Goodard, age 24, of Centerville, Maryland and Wyatt Naquan Zimmerman, age 23, of Lexington Park, were involved in a verbal argument that turned physical inside a cell. The inmates both displayed visible signs of injuries. The inmates were charged with Second Degree Assault on DOC Employee. CASE#20656-17
