Arrests – 9/30/2016


9-20-2016 – Possession – Deputy B. Foor responded to the St. Mary’s County Detention Center for the report of a contraband violation. The suspect, Wilbur Mckay Beverly, III, age 27, of Park Hall, was sentenced on an unrelated case at District Court. During a routine search, Correctional Officer G. Irby located marijuana on Beverly. He was charged with Possess Contraband in place of Confinement. CASE# 49060-16

9-21-2016 – Assault – Deputy S. Bowie responded to the 21000 block of Hermanville Road in Lexington Park for the report of a disturbance. The victim alleged the suspect, Wesley Aaron Scriber, age 52, of Lexington Park, bit the victim’s finger during an argument leaving a visible injury. Scriber was transported to the St. Mary’s County Detention Center and charged with Second Degree Assault. CASE# 1-16-043907

9-22-2016 – Assault – DFC R. Steinbach responded to the 46000 block of Westbury Boulevard in Lexington Park, for the report of a domestic disturbance. The victim alleged the suspect, Stephanie Michi Ramos, age 25, of Lexington Park, threatened the victim with kitchen knives during a fight. Ramos was arrested and transported to the St. Mary’s County Detention Center. She was charged with Second Degree Assault. CASE# 1-16-0049322

9-21-2016 – Assault – Dep. T. Siciliano responded to the 46000 block of Valley Court in Lexington Park for a reported assault. The suspect, Christie Ann Blagmon, age 28, of Lexington Park caused a visible laceration to a victim’s hand with kitchen scissors during an argument. Blagmon was arrested and transported to the St. Mary’s County Detention Center. She was charged with First and Second Degree Assault. CASE# 1-16-049163

9-22-2016 – Assault – The victim alleged the suspect, Corey Coniel Contee, age 45, of Lexington Park assaulted the victim by cutting the victim several times with two knives. The victim displayed visible injuries. The investigation revealed the assault stemmed from Contee stealing a wallet from the victim and then following the victim to the intersection of Missouri Ave and South Shangri-La Drive, where the victim was assaulted. Contee was arrested and transported to the St. Mary’s County Detention Center. He was charged with First Degree Assault, Second Degree Assault, and Theft Less than $1000. CASE# 49376-16

9-27-2016 – Theft – Deputy T. Wesner responded to Ollie’s Bargain Outlet in Great Mills for the report of theft involving an employee. The suspect, Kathleen Lee Moreland, age 40, of No Fixed Address, removed cash from the register and concealed it in her pocket on multiple occasions over a period of time. Moreland was transported to the St. Mary’s County Detention Center and charged with Theft: Less than $1000 value and Theft – Scheme: Less Than $1000. CASE# 50304-16

9-27-2016 – Deputy S. Shelko responded to the 21000 block of Great Mills Road in Lexington Park for an urgent check the welfare. Deputies found the suspect, Jeana Elise Ferdig, age 27, of Great Mills, slumped over the driver’s seat of a motor vehicle. She appeared to be sleeping and was unresponsive. In Ferdig’s possession was a glass pipe containing residue from suspected crack cocaine. Ferdig was transported to the St. Mary’s County Detention Center and charged with CDS Possession: Cocaine and CDS: Paraphernalia. CASE# 50304-16

SMCSO CID Investigating Suspicious Incidents on the Three Notch Trail in Mechanicsville


The St. Mary’s County Sheriff’s Office received complaints of a male suspect who exposed himself to citizens along the Three Notch Trail near Laurel Grove Road in Mechanicsville, during the evening of Sept. 22, 2016. 

The suspect is described as a white male in his 20’s, shoulder length hair, wearing dark colored clothing.

SMCSO and Child Protective Services Partner to Bring “Backpacks of Love” to St. Mary’s County

Children are usually brought into the foster care system once a report of abuse or neglect filed with the Department of Social Services has led to a determination that they must be removed from an unsafe home environment. These children face a multitude of difficulties, not the least of which is that they only have a few possessions to take with them, items which are generally placed in trash bags. 

The non-profit organization, the Blue Ribbon Project, has teamed up with the Department of Social Services Child Advocacy Center to ease these children's transition into their foster homes. “Backpacks of Love” distributes backpacks filled with essential gender- and age-specific items to social services, for later distribution to each child who is placed into the foster care system. 

Hearing of the Blue Ribbon Project, deputies in St. Mary's County worked to implement the program locally. On September 22, 2016, in Lexington Park, St. Mary’s County Sheriff's Office deputies and employees of Child Protective Services received 75 backpacks to be distributed to newly-determined foster care children. These backpacks have been filled with emergency essentials for children ranging in age from newborn to teenagers.

“It's an honor for me to see how much The Blue Ribbon Project continues to grow. It’s great to see our expansion continue to St. Mary’s County and it's a wonderful feeling to be a part of these communities,” said Tom "Taylor" Pyles, Founder, The Blue Ribbon Project. 

A spokesperson for CPS commented, “We are grateful this program has been started in St. Mary’s County. Having these backpacks and the necessities they contain will help make the transition easier. Not only do these backpacks provide supplies for the children, they will also be great resources for the foster parents.”

Sheriff Tim Cameron added, “Criminal Investigations detectives are often called to investigate child abuse cases simultaneously with Child Protective Services, and are familiar with the devastation a child goes through when the hard decision is made to remove them from their homes. There is no doubt that these children are most deserving of our care and compassion, and we are grateful that we could add this benefit to the services we render.”

Vice/Narcotics Arrests

INDIAN HEAD CRACK DISTRIBUTORS SENTENCED TO FEDERAL PRISON

Greenbelt, Maryland – U.S. District Judge George Jarrod Hazel sentenced Paul Raymond Gray, a/k/a “PJ,” age 35, of Lusby, Maryland, today to 66 months in prison, followed by four years of supervised release, for conspiracy to distribute and possess with intent to distribute powder and crack cocaine, two counts of distribution of crack cocaine, and being a felon in possession of a firearm. On September 6, 2016, Judge Hazel sentenced Kamau Muata Lumumba, age 53, also of Indian Head to five years in prison, followed by five years of supervised release, for his participation in the crack cocaine conspiracy.

The sentences were announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Daniel L. Board, Jr. of the Bureau of Alcohol, Tobacco, Firearms and Explosives - Baltimore Field Division; Special Agent in Charge Karl C. Colder of the Drug Enforcement Administration - Washington Field Division; Chief Hank Stawinski of the Prince George’s County Police Department; Chief Stanley Johnson, of the Maryland National Capital Park Police, Prince George’s County Division; Charles County Sheriff Troy Berry; St. Mary’s County Sheriff Tim Cameron; and Calvert County Sheriff Mike Evans.

According to their plea agreements and other court documents, from August 2011 through June 2015, Gray conspired with others, including Lumumba, to distribute crack cocaine. During the course of the conspiracy, Gray obtained powder cocaine from a number of sources, including through an intermediary whom Gray and Lumumba knew as “Jazz” or “Jazzy.” Gray generally purchased one or two ounce quantities of cocaine several times a month. Gray used the powder cocaine to manufacture crack in the kitchen of the mobile home the he owned, using cutting agents to increase the volume of crack for sale. Over the course of the conspiracy several co-conspirators, including Lumumba, lived in the mobile home with Gray. Gray, Lumumba and the other co-conspirators who lived at the mobile home distributed powder and crack cocaine from that location to a variety of customers. When Gray was not at the mobile home Lumumba regularly sold crack for Gray and received a portion of the profits for his assistance. On occasion Lumumba also transported money and picked up drugs for Gray related to their drug trafficking.

Gray admitted that he also possessed firearms and ammunition during the conspiracy, although he was prohibited from doing so due to several previous felony convictions in Charles County, including convictions for assault and unlawful possession of firearms.

According to Lumumba’s plea agreement, on May 22, 2015, after Gray learned that his drug trafficking was the subject of an active investigation, Gray called Lumumba and instructed him to remove incriminating evidence from the trailer and surrounding property, which Lumumba did. The evidence removed included containers in which Gray stored and cooked crack cocaine and several scales used by Gray and Lumumba to weigh their narcotics. After removing the incriminating evidence, Lumumba moved out of the trailer and fled Charles County in an effort to avoid apprehension by law enforcement. In August 2015, Lumumba learned that he and Gray had been indicted and Lumumba continued to make efforts to evade law enforcement. On April 14, 2016, the U.S. Marshals tracked down and arrested Lumumba.

United States Attorney Rod J. Rosenstein praised the ATF, DEA, Prince George’s County Police Department, Maryland National Capital Park Police, Prince George’s County Division, and the Charles, St. Mary’s and Calvert County Sheriffs’ Offices for their work in the investigation. Mr. Rosenstein thanked Assistant U.S. Attorneys Michael T. Packard and Leah J. Bressack, who prosecuted this Organized Crime Drug Enforcement Task Force case.

Operation “12” – A checkpoint in memory of Joshua Leland Siegert

A memorial sobriety checkpoint was dedicated to the family of Joshua Leland Siegert this past Saturday in Park Hall. The checkpoint was held in close proximity to where Siegert was killed in a one-car accident in 2003, after the car he was a passenger in drifted off the road and crashed. The driver of the car had been drinking prior to the accident.

The dedication ceremony was held at Sheriff’s Office headquarters in Leonardtown. Sheriff Tim Cameron addressed the officers before Mrs. Siegert read a letter expressing her thanks to the deputies. Her letter read, “Sobriety checkpoints do more than just “catch” people that have been drinking – the advantage to advertising and using checkpoints is to PREVENT people from driving under the influence. Our hope is that it makes people think before they get behind the wheel of a car.” After Mrs. Siegert had read the letter, Captain Steve Hall presented the family with a plaque in memory of Joshua Seigert. Before leaving to set up the checkpoint, Pastor Larry Crabtree offered a prayer to the family and the deputies working the checkpoint that day.

March 12, 2003, was to have been a special day for Joshua Siegert. He played baseball for St. Mary’s College, and he was scheduled to start for the first time in a game that Saturday. Wednesday night, March 11, Joshua and other friends decided to let off steam prior to the big day and headed for a local bar near their college. On the way back home, their car drifted into the northbound lane, struck a concrete culvert, went airborne and hit a utility pole. When rescue units arrived on the scene, both the driver and Joshua were deceased. Joshua was only twenty-one years old.

Joshua had also been a student teacher at Piney Point Elementary, and a tree there has been dedicated in his honor, as well. According to his father, “Joshua had a love for life and was content with where he was, and what he was doing…his passion was baseball.” The number 12 holds double significance for Josh's parents, Michael and Maryanne Siegert. Not only was it the date of his death, but also his jersey number, the jersey that his parents still wear in his memory.

Since their son's untimely death, the Siegerts have been engaged in an ongoing mission to create awareness of the fatal effects of drinking and driving. Mr. Siegert now speaks at proms and assemblies throughout Howard County, Josh's home, in an effort to remind students of the consequences of their actions.

The dedication ceremony marked the first time Mr. and Mrs. Siegert had returned to Leonardtown since they made the trip to pick up Josh's personal effects on that fateful spring evening.

It’s an issue that will never go away,” says Mr. Siegert. “You can’t stop it, but we can make a difference on an individual basis.”

“Sobriety checkpoints help to educate, deter, and enforce drunk driving laws. The dedication of the checkpoint to Joshua, his mother and father in attendance with us at the briefing, and the realization that one of our own present was Joshua’s teammate and friend made the powerful event memorable. We cannot bring Joshua Siegert back, but we can continue to educate the community on the dangers of operating a motor vehicle while impaired,” said Sheriff Cameron.

At the end of her speech Mrs. Seigert said, “We are honored and proud to be here because, once again, something very good comes from something horribly bad.”
  
The Joshua Leland Siegert Memorial Scholarship for Future Educators is currently the largest privately funded scholarship at St. Mary’s College of Maryland and provides 2-3 $1,250 scholarships per year to students in the Masters of Arts and Teaching program. The scholarship is funded through private donations, selling 1,300 tickets to an Oriole game in 2003, and donations from students in the class of 2004. #SMCSO Investigating Assault at Spring Ridge Middle School

UPDATE: As stated in our previous press release, during the initial investigation, it was reported a juvenile was stabbed with scissors by another juvenile. Further investigation confirms the incident occurred between two students in a classroom. One student had a safety pin and cut the other student’s hand causing minor lacerations. There were no disruptions to school activities, and the juvenile suspect is being charged accordingly.

Arrests 9/20/2016

9-16-2016 – Possession – Deputy J. Kirkner initiated a motor vehicle stop for erratic driving and crossing the center line several times. The driver of the vehicle, Stephanie Jeanne Rice, age 27, of Mechanicsville, displayed signs of impairment and a standardized field sobriety test was conducted which Rice completed unsatisfactorily. A probable cause search of the motor vehicle revealed Schedule II Narcotics in Rice’s possession. She was arrested and transported to the St. Mary’s County Detention Center. Rice was charged with CDS Possession: Not Marijuana, Driving While Under the Influence, and Driving While Impaired by Alcohol. CASE# 1-16-048198

9-16-2016 – Theft – Deputy T. Seyfried responded to the Belks Department Store in California for a reported theft. The suspect, Kristy Marie Simmons, age 35, of California, exited the store without paying for merchandise.  Simmons was arrested and charged with Theft Less than $1000. CASE#    1-16-048308

9-15-2016 – Assault – Deputy B. Fennessey responded to the St. Mary’s County Detention Center for a reported assault. The suspect, Brandy Ann Chiarizia, age 30, of Leonardtown, assaulted two inmates by touching them inappropriately. Chiarizia was charged with Two Counts of Second Degree Assault. CASE# 1-16-048101

9-15-2016 – Possession – While on patrol in the area of Northbound MD Route 235 in the vicinity of Leland Road, Cpl. J. Sommerville observed a vehicle traveling over the posted speed limit. As Cpl. Sommerville approached the vehicle; he saw the driver toss a clear container from the driver side window onto the road. The suspect, Elisha Herbert Williams, age 19, of Alexandria, was detained, and a search of the container revealed several bags of suspected marijuana and an Alprazolam pill. St. Mary’s County Sheriff’s Office patrol deputies responded to eleven calls for service involving the slashing of motor vehicle tires in the following neighborhoods: Southampton, Pembrooke, Greenview West, Barefoot Acres, Wildewood, Essex South, Town Creek, Abberly Crest, Cal Acres and Essex South, in the Lexington Park and California areas. The vandalisms occurred on Sept. 17 and Sept. 18, 2016.

St. Mary’s County Residents Urged to Attend ‘Community Policing and Building Relationships of Trust' Workshops


“Policing is a public trust,” states Tim Cameron, Sheriff of St. Mary's County. “There must be an organizational commitment to not only respond to crime but to prevent it through strong police-community interactions and relationships. As Robert Peel, the first Commissioner of London’s Scotland Yard said, 'The police are the people, and the people are the police.'

“The public has the right to expect that police officers will carry out their duties in a manner that is consistent with the dictates of the Constitution,” Sheriff Cameron adds. “Public trust is based on a relationship that is reciprocal in nature, fostered by officers who demonstrate the highest ethical standards while being supported by an engaged community. In essence, the goal is to achieve partnerships that promote cooperation between the police and community as they work together towards a shared vision.”

Beginning in September the Sheriff’s Office will host a series of training sessions. Sheriff Cameron and the St. Mary's County Sheriff's Office will work to strengthen the bonds between local officers and the community they serve, by hosting workshops on “Community Policing and Building Relationships of Trust.” The workshops will be led by Dr. Melanye Smith, a 20-year veteran and administrator of the Metropolitan Police Department (Ret.) and a contributing faculty member at Ashford and Walden Universities. Dr. Smith will bring together officers and citizens in an environment designed to encourage open engagement and enhanced understanding of each other’s positions and concerns. To that end, Sheriff Tim Cameron invites all community leaders, activists, and interested residents to participate in these workshops.

9-10-2016 – Possession – Deputy B. Fennessey stopped the suspect, Stevie Rae Koncen, age 24, of Chaptico, for speeding in the area of Three Notch Road and Lockes Hill Road in Mechanicsville.  A moderate smell of marijuana was coming from the vehicle. Subsequently, a probable search was performed, which revealed a marijuana smoking device and loose pills; one of which was identified as suspected Vynase, a schedule II controlled dangerous substance. The suspect was placed under arrest and charged with Possession of CDS of Schedule II. CASE# 47134-16

9-10-2016 – Possession – Deputy D. Potter conducted a vehicle stop on the 22000 block of Three Notch Road where the suspects, Rosette Ellen Abelende, age 47, of No Fixed Address and Troy David Yates, age 50, of Great Mills, were passengers. Abelende had a confirmed warrant and was placed under arrest. A search was conducted which revealed suspected Adderall, hypodermic syringes, and additional CDS. The other passenger, Yates, was in possession of a prescription bottle with an obliterated label. They were both arrested and transported to the St. Mary’s County Detention Center. Abelende was charged with Possession CDS: Not Marijuana: Buprenorphine Possession Paraphernalia, Theft, and Possession CDS: Not Marijuana. Yates was charged with Remove Prescription Label. 9-13-2016 – Assault – Deputy First Class R. Steinbach responded to the St. Mary’s County Detention Center for a report of an assault between inmates. The suspect, Anthony Darnell Hodge, age 26, of Lusby, attacked the victim striking him several times in the head. The victim sustained injuries consistent with being assaulted. Darnell was charged with Second Degree Assault. CASE# 47606-16

9-13-2016 – Possession – Deputy M. Pleisse responded to the District Court for the report of possession. The suspect, Deborah Marie Hill, age 56, of Odenton, responded to the District Court for a probation violation hearing. She was sentenced to the St. Mary’s County Detention Center at the conclusion of the hearing. Upon arrival at the Detention Center, Hill was searched by Correctional Officer S. Boyd, who located a baggie containing a white powdery substance of suspected crack cocaine. Hill was charged with CDS Possession – Not Marijuana and CDS Possession in place of Confinement. 9-13-2016 – Indecent Exposure – Deputy M. Pleisse responded to the St. Mary’s County Detention Center for a reported indecent exposure. The suspect, Donte Vincent Gross, age 29, of Lexington Park, was in a District Court holding cell when he requested a roll of toilet paper from a Correctional Officer. Inmate Gross knocked on the window of the door to gain the attention of the Correctional Officer. It was at that time the Correctional Officer observed the inmate fondling his exposed genitalia. He was charged with Indecent Exposure; Correctional Employee. CASE# 47677-16

9-14-2016 – Assault – Deputy A. Budd responded to the 46000 block of Cameo Lane in Lexington Park, for the report of a domestic disturbance. The suspect, Aaron Scott Nash, age 34, of Lexington Park, held the victim in place by wrapping his arms around the back of the victim’s head. Nash was transported to the St. Mary’s County Detention Center and charged with Two Counts of Second Degree Assault. CASE# 47778-16

9-14-2016 – Possession – The suspect, Masheca Letoya Mcgirt, age 36, of Ft. Washington,  was being served a warrant at the St. Mary’s County Detention Center. A search of her purse revealed she was in possession of a medication bottle containing suspected Oxycodone Hydrochloride.  Mcgirt did not have a prescription for the medication. She was served her warrants and charged with CDS Possession – Not Marijuana: Oxycodone.
