Detention Center Again Deemed 100-Percent Compliant
Following a state audit in the summer of 2019, the St. Mary’s County Detention and Rehabilitation Center was once again deemed 100-percent compliant. This is the fourth audit cycle where the conclusion of the audit resulted in a 100-percent compliance rate for the facility in Leonardtown.
From Aug. 20-22, 2019, the detention center was audited by the Maryland Commission on Correctional Standards – an administrative agency within the Maryland Department of Public Safety and Correctional Services.
The Maryland Commission on Correctional Standards conducts regular formal audits of every state, local and private adult place of confinement to determine applicable regulations prescribed by the Secretary of the Maryland Department of Public Safety.
A primary goal of the agency is to facilitate total compliance with the standards – fostering public safety, staff welfare and inmate well-being.
The audit report was heard at a state meeting at the Jessup Correctional Institute on Thursday. There, the Maryland Commission on Correctional Standards presented a Recognition of Achievement Award for 100 Percent Compliance of Standards for an Adult Correctional Facility to St. Mary’s County Corrections Major Deborah Diedrich and other members of the Corrections Division.
“I am extremely proud of our leadership and our hardworking and dedicated staff of the St. Mary’s County Detention and Rehabilitation Center,” Major Michael Merican said. “The men and women of the Corrections Division earned and fully deserve this accolade. This state recognition once again demonstrates our staff’s diligence and professionalism,” the Major said.

Assault/Disorderly Conduct- On January 24, 2020, Dep. Burgess responded to the Carter Building located in Leonardtown, for the reported disturbance. Investigation determined Sharon Anne Thompson, age 51 of Mechanicsville, began acting disorderly in the building and was escorted outside. While being escorted outside, Thompson punched the victim in the arm. Thompson's actions garnered the attention of numerous bystanders and caused numerous people to congregate in the area. Assault- On January 25, 2020, Cpl. Pesante responded to the 25000 block of Pt. Lookout Road in Leonardtown, to serve an outstanding warrant on Mark Andrew Alvey Jr., age 28 of Lexington Park. Alvey was taken into custody at which time he attempted to pull away from deputies and kicked Cpl. Pesante in the leg. Alvey was charged with Assault 2nd Degree and served his outstanding warrants. Assault/Disorderly Conduct/Fail to Obey Order- On January 25, 2020, DFC. Holdsworth responded to the 37700 block of Mt. Wolf Road in Charlotte Hall, for the reported disturbance. Contact was made with Amanda Marie Stewart, age 34 of Mechanicsville. Stewart began causing a disturbance in the establishment and was taken into custody. Investigation determined Stewart assaulted a store employee prior to law enforcement by using an object to strike the employee's hand. Stewart was placed into DFC. Holdsworth's vehicle and she began kicking the interior of the vehicle. Stewart was ordered to cease her actions, however she continued to kick the vehicle. Assault/Disorderly Conduct/Fail to Obey Order- On January 27, 2020, DFC. Budd responded to the 46800 block of Flower Drive in Lexington Park, for the reported disturbance. Investigation determined residents requested Chris Ricardo Colbert, age 34 of Lexington Park, to leave the residence as Colbert did not reside there and he was creating a disturbance. Colbert was ordered to leave by DFC. Budd however Colbert grabbed Budd's wrist and pushed his arm and continually tried to enter the residence. Robbery/Assault/Theft- On January 27, 2020, Cpl. Tirpak responded to the 46900 block of South Shangri La Drive in Lexington Park, for the reported robbery. Investigation determined the victim was approached by individuals known to her to include Keona Dominque Best, age 24 of no fixed address. The victim advised Best punched and kicked the victim and stole the victim's property. The victim displayed visible injuries from the incident. Best was located and arrested. Assault- On January 27, 2020, Cpl. Steinbach responded to the 48000 block of Windward Circle in Lexington Park, for the reported assault. Investigation determined Melvon Debray Thomas, age 31 of Lexington Park, assaulted the victim by slapping the victim in the face during an argument. Hindering- On January 27, 2020, DFC. Ball was in the 46500 block of Midway Drive in Lexington Park, regarding a police investigation. A suspect was detained in the investigation at which time Joseph Aaron Young Jr., age 21 of Lexington Park, intervened and attempted to gain access to the suspect numerous times. Young began yelling at deputies and repeatedly attempted to walk around and circumvent officers to gain access to the detained individual. Deputies had to interrupt the investigation to take Young into custody. Young was charged with Obstructing and Hindering. CASE# 5444-20

Disorderly Conduct/Public Disturbance- On January 28, 2020, Dep. Westphal responded to the 26800 block of Pt. Lookout Road in Leonardtown, for the reported disturbance. Cameron Briley Nolan, age 28 of Mechanicsville, was located inside the business with an open alcoholic beverage. Investigation determined Nolan came to the business and was disorderly in the parking lot, and then engaged in a dispute with another customer inside the business. Contact was made with witnesses who advised Nolan's behavior had disrupted and frightened them at the business. Nolan was arrested and charged with Disorderly Conduct and Intoxication-Public Disturbance. CASE# 5633-20

Counterfeit Money Suspect Identified
Jan. 30, 2020 update: The suspect has been identified.
The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured in a counterfeit money investigation. On Monday, Jan. 27, 2020 at 4:25 pm, the suspect passed three counterfeit $100-dollar bills to purchase a food vacuum sealer at the California Walmart store.

Attempted Robbery- On January 29, 2020, deputies from the
St. Mary’s County Sheriff’s Office responded to the 22000 block of Valley
Estates Drive in Lexington Park, for the reported disturbance involving a
firearm. Preliminary investigation determined the victim agreed to meet an
individual later identified as Delmonte Delmar Faison, age 22 of Lusby, to sell
an electronic item. Faison, along with another unidentified suspect, and the victim met
outside the victim’s residence, at which time Faison pointed a shotgun equipped
with a laser sight at the victim and demanded property. A struggle ensued between
the victim and a second unidentified suspect, and Faison ultimately fled the
area in a vehicle.
Deputy First Class Budd was responding
to the incident when he observed a vehicle matching the description provided of
the suspect vehicle. DFC. Budd conducted a traffic stop on the
vehicle and identified Faison as the operator of the vehicle. Observed in plain view inside the vehicle was
a shotgun equipped with a laser sight. Faison was arrested and charged with
attempted robbery.

Lexington Park Man Arrested for Assault
On January 27, 2020, at approximately 1:13
p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the
46500 block of Midway Drive in Lexington Park, for the reported shots fired. Preliminary
investigation determined Dartanyen Rodell Saunders, age 19 of Lexington Park,
responded to the victim’s residence armed with a shotgun. Saunders discharged the weapon into the occupied
residence through an open window. Deputies
observed spent shotgun shells on the ground and damage from projectiles above
the front door of the residence. No injuries have been reported from this
incident.
Saunders was located near the residence
and arrested. Saunders was charged with the following:

Reckless Endangerment
Malicious Destruction of Property
Saunders is incarcerated at the St. Mary’s

Officer-Involved Shooting in Lexington Park
On January 27, 2020, deputies
from the St. Mary’s County Sheriff’s Office responded to the 19800 block of
Three Notch Road in Lexington Park, for the reported domestic assault, property
destruction and homicidal threats. Once
on scene officers were advised by the victim that John Francis Tippett Jr., age
43 of Lexington Park, had access to several weapons and had made threats to
harm himself and shoot responding police. Tippett broke out the windshield of the
victim`s vehicle while she was attempting to flee the area. Deputies confirmed
Tippett had multiple warrants for his arrest. While interviewing the victim,
nearby officers heard numerous shots being fired by the suspect. Several 911
calls were received reporting shots being fired in the area.
Deputies and troopers attempted
to contain Tippett and heard shots being fired. St. Mary’s County Sheriff’s Office Hostage
Negotiations Team responded to the scene and began speaking with Tippett. Tippett went in and out of the residence multiple
times, each time shooting at police as well as a compressed gas tank in the
driveway. During the encounter, deputies subsequently returned fire striking Tippett. Life saving measures were immediately attempted
but Tippett succumbed to his injuries and was pronounced deceased. After securing
the scene a suspicious bag was discovered in the driveway prompting the request
for the response of the State Fire Marshal’s Office. Tippett will be
transported to the Office of the Chief Medical Examiner for an autopsy.
The investigation is ongoing and
updates will be provided as warranted.

Assault- On January 24, 2020, Dep. Wimberly responded to the 46400 block of Sue Drive in Lexington Park, for the reported assault. Investigation determined Edgar Enrique Campos-Aguilar, age 51 of Lexington Park, forced entry to the victim's residence by kicking open the front door. Once inside the residence Campos-Aguilar grabbed the victim by the hair, and began hitting the victim in face, as well as kicked the victim. A second victim present in the residence was also kicked in the head by Campos-Aguilar. Campos-Aguilar was arrested and charged with Burglary and two counts of Assault 2nd Degree. Campos-Aguilar was also wanted on an outstanding warrant for Assault 2nd Degree.

Assault/Obstructing and Hindering- On January 18, 2020, DFC. Lawrence responded to the 21800 block of Ronald Drive in Lexington Park, for the reported assault. While conducting the investigation Davione Syheme Mason, age 19 of Lexington Park, began yelling at a witness on the scene trying to prevent the witness from speaking to officers. Mason continually interrupted the investigation and ultimately had to be removed for DFC. Lawrence to conduct the investigation. False Alarm- On January 19, 2020, Cpl. Tirpak responded to the 46900 block of Lei Drive in Lexington Park, for the reported individual continually activating the fire alarm. Investigation determined over the course of several days, William Joseph Goodwin, age 53 of no fixed address, activated the fire alarm inside the establishment at least six times, causing evacuations when there was no fire or emergency. Fail to Obey Reasonable Order/Obstructing and Hindering- On January 19, 2020, Cpl. Handy conducted a traffic stop in the 24800 block of Point Lookout Road in Loveville. The operator of the vehicle was identified to be Chad William Bowen, age 26 of Mechanicsville. Bowen was found to be operating the vehicle with a suspended license. Bowen was cited and a tow truck called to have the vehicle removed. Due to the weather, Bowen was permitted to sit in the vehicle until the arrival of the tow truck. Upon the arrival of the tow truck, Bowen refused to exit the vehicle after being advised numerous times to do so. Bowen was ultimately taken into custody and charged with Fail to Obey Reasonable/Lawful Order and Obstructing and Hindering. CASE# 3645-20
