Wanted -- Joseph Sullivan

Joseph Sullivan
On December 26, 2015, suspect Joseph Sullivan failed to report to the St. Mary’s County Detention Center, as part of a sentence ordered by District Court Judge K. Chesser. Sullivan had been found guilty of 4th Degree Burglary and sentenced on December 8, 2015, to serve 10 days of an 180 day sentence. Detectives from the Criminal Investigations Division (CID) have obtained a warrant for Sullivan’s arrest charging him with Escape 2nd Degree and are requesting the public’s assistance in locating him.

On Thursday, October 29, 2015, between 3 p.m. & 4 p.m., the suspects assembled at the Leonardtown Wharf in Leonardtown, Maryland. While they were there, they damaged several of the benches, a picnic table along the waterfront, and vandalized the men’s restroom.

Update -- Sugar Maple Court Assault

On December 6, 2015, at approximately 11:23 p.m. deputies from the St. Mary's County Sheriff's Office responded to the areas of Sugar Maple Court and the nearby Wawa gas station in California, Maryland, for a report of an assault with an injured subject. The injured subject, along with a second victim, also reported to be the victims of an armed robbery. The injured victim was found to be suffering from multiple head wounds that required transport via Maryland State Police Helicopter “Trooper 7” to a local area trauma center. Detectives from the Criminal Investigations Division (CID) responded and assumed the investigation.

The subsequent investigation by CID detectives, crime lab technicians, and the CID Support Team led to the identification of suspects Donald Strickland, age 36, and Joseph Eckloff, age 32, both of Lexington Park. On December 28, 2015, arrest warrants were obtained by CID detectives for both suspects in connection with the armed robbery. Both Strickland and Eckloff were arrested by CID detectives on December 29, 2015, without incident and were incarcerated at the St. Mary’s County Detention Center. Both suspects were charged with Armed Robbery, Robbery, Assault 1st and 2nd Degree, Use of a Firearm in the Commission of a Felony, and Theft Less than $1,000.

The investigation into this matter is ongoing. Update -- Donald Leo Parks

On December 10, 2015, an adult female was approached by an unknown male on the 21000 block of Sheriff Miedzinski Way in Lexington Park.  The victim attempted to flee, but the suspect used physical force to pull the victim into the woods.

The suspect forced the victim to perform sexual acts on him against her will and threatened her with bodily harm and death if she did not comply with his demands. After several minutes, the victim was able to flee from the area. The St. Mary’s County Sheriff’s Office Criminal Investigations Division assumed the investigation.

Donald Leo Parks, age 22, of Lexington Park, was identified as the suspect. An arrest warrant was obtained for Parks on December 28, 2015, charging him with sex offense second degree, sex offense third degree, assault second degree and false imprisonment.With the assistance of the Sheriff’s Office Patrol Division and the Lexington Park COPs Unit, Parks was arrested on December 29, 2015, and transported to the St. Mary’s County Detention Center. He is currently pending an appearance before the District Court Commissioner.

Arrests 12/28/2015

12-8-2015 – Corporal E. O’ Connor responded to the 15000 block of Camp Merryelande Road, for the report of a disturbance. Upon arrival, Cpl O’Connor made contact with the suspect who appeared to be under the influence of alcohol.  The suspect, Kayla Marie Buckland, age 34, of Piney Point, refused to cooperate and became very belligerent subsequently hindering the investigation. The Department of Social Services was contacted, and another adult arrived to take the children into their custody, at which time, Buckland charged at the adult. While Deputy Lawrence placed Buckland under arrest, she became combative and kicked the Deputy in the chest. Buckland was transported to the St. Mary’s County Detention Center and charged with 2nd Degree Assault, Neglect of a Minor and Obstructing and Hindering. CASE# 71419-15

12-10-2015 – St. Mary’s County Sheriff’s Office deputies responded to the 41000 block of Sheiloh Way in Leonardtown, for the report of a  burglary. While searching the residence the suspect, Kristopher Alexander Algarin, age 20, of Mechanicsville, was observed exiting the basement. Algarin was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with 1st Degree Burglary and 4th Degree Burglary. CASE# 71724-15

12-11-2015 – Theft – Deputy J. Bittner responded to the 45000 block of Miramar Way (Walmart) for the report of a theft. While responding to the scene, Deputy Bittner was advised the suspect fled the area on foot. Deputy Bittner located the suspect, George Preston Schaffer, age 34, of Mechanicsville, who left the store without paying for merchandise. While being placed under arrest, a routine search was performed. During the search two pill bottles were found, a short straw with residue and half a pill. Schaffer was arrested and transported to the St. Mary’s County Detention Center. He was charged with CDS: Possession Paraphernalia, CDS: Possession – Not Marijuana and Theft Less than $100. 12-13-2015 – Home Invasion – Deputy J. Bittner responded to the 20000 block of Autumn Mill Court in Great Mills, for the report of an assault.  The suspect, Antoine Terrel Jones, age 24, of Mechanicsville, and a victim had an initial physical altercation around midnight at which time the suspect stole the garage door opener. In the morning, Jones entered the residence using the garage door opener and forced entry into the bathroom where the victim was hiding. The victim alleged Jones bit off a part of the victim's ear during a physical altercation. Jones was arrested and transported to the St. Mary’s County Detention Center. He was charged with Home Invasion, Third Degree Burglary, First Degree Assault, Two Counts of Second Degree Assault, Rogue, and Vagabond, Theft Less Than $100 and Two Counts of Malicious Destruction of Property. 12-13-2015 – Deputy S. Cameron responded to the 27000 block of Three Notch Road (Korner Karryout) in Mechanicsville, to make contact with a suspect about a property destruction report. During the investigation, the suspect, Josephine Bernetta Tippett, age 20, of Waldorf, appeared to be under the influence. A consent search of Tippet’s vehicle revealed a syringe, two spoons, and several small plastic baggies. Another plastic baggie was located in the driver’s side door and contained a white powdery substance. Tippett was placed under arrest and transported to the St. Mary’s County Detention Center and charged with CDS: Possession – Not Marijuana and CDS: Possession Paraphernalia. CASE# 72535-15

12-13-2015 – Theft – Deputy D. Lawrence responded to the 46000 block of Lexington Village, for the report of theft. The suspect attempted to remove bar code tags from less expensive items and place them on items that cost considerably more money. The suspect, Lien Thi Kim, age 45, of Lexington Park, refused to cooperate with the investigation. Kim was placed under arrest and transported to the St. Mary’s County Detention Center. She was charged with Two Counts of Theft Less Than $1000 AND Theft Scheme Less Than $100. CASE# 72530-15

12-11-2015 – Possession – While on routine patrol, Deputy J. Krum observed a vehicle entering radar range over the posted speed limit in the area of Mervell Dean Road and Joy Chapel Road. Deputy Krum made contact with the driver of the vehicle, Antonio Washington-Paige, Jr., age 28, of Hollywood, and was informed Washington-Paige was wanted on an active arrest warrant from the Anne Arundel County Sheriff’s Office. During the vehicle stop, Deputy Krum noticed what appeared to be a faint odor of marijuana emitting from the passenger compartment of the vehicle. Washington-Paige was arrested, and a search incident was performed, which revealed a pill consistent with Oxycodone. A check through MVA revealed his privilege to drive in the State of Maryland was suspended. Washington-Paige was arrested and transported to the St. Mary’s County Detention Center. He was charged with CDS Possession – Not Marijuana, Second Degree Assault, and Driving While Suspended and served a Civil Citation for Marijuana less than 10 grams. CASE# 72084-15

Vice/Narcotics Press Release

Support Team Deputies located and arrested Antonio Jamear Warrick (Age 25 of California, MD) on an outstanding Grand Jury Indictment for “Distribution of Heroin” and being a “Convicted Felon in Possession of a Firearm (Handgun).” Suspect Warrick was originally indicted as part of “Operation Blue Christmas."

As the investigations continued into the individuals illegally attempting to obtain Promethazine/Codeine Syrup, detectives received information regarding a counterfeit prescription that was passed at a California store. Detectives arrested KC-Jones Julius Ceasar (Age 24 of Temple Hills, MD) after he presented the fake prescription and attempted to receive the controlled substance. 

A second suspect, Tony DePaul Williams (Age 23 of Temple Hills, MD) was located outside the establishment in a vehicle. The vehicle was emitting the odor of burnt marijuana and marijuana was recovered from Suspect Williams. He was charged on a civil citation for “Possession of Marijuana under 5 grams.”  Cell phones and more than $1,000.00 in cash was seized. Additional prescriptions have been passed, and this investigation continues.

Attempted Assault on Great Mills Road

On December 25, 2015, at approximately 5:00 p.m. a 47-year-old female was walking through the parking lot of the vacant McKay’s grocery store on Great Mills Road, when she was approached by a white male wearing shorts. The white male exposed his genitals and attempted to assault the female sexually. The female was able to flee from the suspect without being assaulted. On Monday, November 30, 2015, at 8:00 a.m., a 71-year-old victim left his wallet on the counter next to the lottery machine inside of Cook’s Liquors and Deli, located at 18400 Point Lookout Road in Park Hall, MD. The suspect took the victim’s wallet from the counter and left the store.

Motor Vehicle Collision in the Area of Route 5 and Golden Beach Road

On December 22, 2015, at 7:24 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the area of Route 5 and Golden Beach Road, for the report of a serious motor vehicle collision involving a pedestrian.  The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene.
Preliminary investigation revealed Sandra Elaine Brickman, age 56, of Charlotte Hall, was attempting to cross southbound Route 5 towards Heavy Hitters bar.  Brickman entered the roadway without yielding to oncoming traffic and was struck by a 2011 Chevrolet passenger car operated by Dale Robert Tucker, age 22, of La Plata.  Brickman suffered severe injuries and was ground transported to Prince George’s County Shock Trauma Center with life-threatening injuries. 
Speed and alcohol do not appear to be factors in the accident.  Anyone with any information in regards to the collision is asked to contact, Corporal Brian Connelly #151 at 301-475-4040.




12th Annual ‘Shop with a Cop” Program a Success

The St. Mary's County Shop with a Cop program is an independent 501c3 nonprofit program. Its board of directors is comprised of members of the St. Mary's County Optimist Club and the St. Mary's County Fraternal Order of Police Lodge 7. The program is planned, coordinated, and supervised by Lorraine "Bunny" Brewer, Toni and Jimmy Long, Joseph Stanalonis, and Bill Raddatz.

On Saturday, December 19th, members of the Optimist Clubs of St. Mary's County and members of the St. Mary's Fraternal Order of Police Lodge 7, prepared breakfast and wrapped gifts for the officers and children participating in the program.

Kate Eggart, along with the staff of St. Mary's County Public Schools and the principals and counselors of several parochial schools, submitted names of children who were selected for the program.

Officers and deputies from the State Fire Marshal's Office, United States Coast Guard, Point Lookout Department of Natural Resource Park Rangers, Federal Bureau of Investigation, St. Mary's County Sheriff's Office, St. Mary's County Office of Parole and Probation, troopers from the Maryland State Police — St. Mary's, Calvert, and LaPlata barracks, and Troopers from the Maryland State Police Aviation Division volunteered to take the children shopping.

Over the past several months, the St. Mary’s County Sheriff’s Office Vice/Narcotics Division has utilized various investigative tactics to include undercover drug buys while identifying numerous drug dealers throughout St. Mary’s County. Through these investigations, the Vice/Narcotics Division has obtained numerous criminal charges and have also obtained search and seizure warrants for various residences and vehicles of identified drug dealers.  The purpose of this operation is to dismantle drug networks by locating and arresting wanted individuals and executing search and seizure warrants upon the bodies, vehicles, and residences of drug distributors. Assisting with this operation were members of the St. Mary’s County Sheriff’s Office Vice/Narcotics Division, with the assistance of the Emergency Services Team, K9, Patrol Division, Narcotics Support Team Members, officers from the DEA HIDTA Task Force (DEA Group 48) and the Annapolis Office of the FBI.

Search and seizure warrants were obtained and executed on a residence in the 46000 block of Pleasant Dr. in Lexington Park. The target of the warrant was Norman Kenneth Dickerson (Age 55). Suspect Dickerson was located and arrested on five open Grand Jury indictments for “Distribution of Cocaine” and “Conspiring to Distribute Cocaine”. Additional suspects were arrested when a search revealed misdemeanor amounts of controlled substances. Lori Maria Dickerson (Age 49) was arrested and charged with possession of cocaine and a related smoking device as well as being served a criminal citation for possession of marijuana under 10 grams. Suspect Mary Theresa Dickerson (Age 57) was arrested for possession of cocaine and a related smoking device. Donald Anthony Somerville (Age 58) was charged on a criminal summons for possession of marijuana under 10 grams.  A quantity of cocaine was recovered from the home as well.

Rashaud Martese Nelson (Age 26) was identified as a distributor of cocaine. Several undercover purchases were made by detectives, and Suspect Nelson was subsequently indicted and an arrest warrant was issued. A search and seizure warrant was obtained and executed in the 46000 block of Yorktown Rd. in Lexington Park, which is where Suspect Nelson resides. Suspect Nelson was taken into custody without incident, and the search revealed cocaine and money related to the drug activity that was seized for forfeiture proceedings. Suspect Francis Xavier Jones, Jr. (Age 29) was present and found to be wanted for “Failure to Appear in the District Court.” Suspect Willie Steven Henry Hall Jr. (Age 26) was arrested and charged with “Possession of Morphine.”

Detectives indicted Nicholas Irwin Sisler (Age 31 of Leonardtown), and he was formally charged with “Possession with the Intent to Distribute Heroin” and “Possession of Oxycodone.” Suspect Sisler is currently incarcerated on unrelated charges.

Javon Lyzel Dickens (Age 24 of Piney Point, MD) was indicted for “Possession with Intent to Distribute Cocaine” which occurred when he was out on bond for felony cocaine possession charges. Suspect Dickens has since pled guilty in the earlier cases and now will face the additional charges. He is currently incarcerated on the original drug offenses. Additional, Courtney Ellen Lacey (Age 21 of California, MD) was indicted and subsequently charged with “Possession of Cocaine with the Intent to Distribute Cocaine.” These charges stem from her criminal activity with the co-defendant, her boyfriend, Javon Lyzel Dickens.

Detectives have been working the last several months on a multi-jurisdictional investigation involving counterfeit prescriptions to obtain Promethazine-Codeine. Alexis Santos aka Londell Andre Malone (Age 24 of Washington, D.C) was arrested after passing a counterfeit prescription for Promethazine-Codeine Syrup. Suspect Santos fled the scene on foot before eventually being apprehended. A search of Suspect Stantos’ vehicle revealed 20 Oxycodone 5mg pills (street value $100), 4 Oxycodone 10mg pills (street value $40.00), 22 individually wrapped pieces of suspected crack cocaine (street value nearly $1,000), 2 Promethazine-Codeine Syrup bottles and a quantity of suspected marijuana (Street value $50.00). Also, in the vehicle was a list of approximately 17 names and personal information which were being utilized to fraudulently obtain Promethazine-Codeine. Suspect Santos originally provided false information regarding his identity and was positively identified by his fingerprints. Once his identity was confirmed, it was discovered he had additional open warrants for prescription fraud crimes. Search warrants executed on Suspect Santos’ phones revealed his involvement in the distribution of controlled dangerous substances. Further, Santos was linked to an additional group of individuals who were also fraudulently obtaining Promethazine-Codeine Syrup with false documents. Pharmacy documents show the groups of suspects were involved in fraudulently obtaining numerous bottles of Promethazine-Codeine Syrup throughout the State of Maryland, State of Virginia, State of New York and State of New Jersey.

St. Mary’s County detectives continue to work with the other jurisdictions to assist in their investigations.  A St. Mary’s County Grand Jury indicted Alexis Santos for “Possession of Cocaine with the Intent to Distribute”, “Possession of Oxycodone with the Intent to Distribute”, “Conspiracy to Pass a False Prescription with the Intent to Distribute Promethazine-Codeine” and “Possession of Promethazine-Codeine with the Intent to Distribute”. After his release from his original arrest, Suspect Santos evaded apprehension until he was taken into custody in Prince George’s County by the United State Marshal Service Capital Area Regional Fugitive Task Force. Additional arrests are expected against Suspect Santos and other members of this criminal network in several jurisdictions along the east coast.

Trevone Damone Butler aka “Tre” (Age 25 of Lexington Park) was identified as a distributor of cocaine. Several undercover purchases of cocaine were made which led to subsequent indictments for “Distribution of Cocaine”. Suspect Butler was out on bail for numerous armed robberies he was charged with recently. He was arrested and is currently being housed in the St. Mary’s County Detention Center under a “No Bond” status.

Detectives observed a silver Cadillac Deville traveling on Great Mills Road, which had an outstanding search and seizure warrant awaiting execution. Detectives observed the vehicle being utilized as a mode of transportation during several undercover purchases of cocaine.  The vehicle was stopped, and Suspect David Lee Gray (Age 32 of Leonardtown), and Heather Lynn Davis (Age 33 of Leonardtown) were arrested for possession of cocaine. Further, detectives discovered Brian ONeil Hicks (Age 33 of Newburg, MD) was in possession of a loaded Taurus handgun, as well as cocaine. Suspect Hicks is a convicted felon (Armed Robbery/Crime of Violence) and is prohibited from possessing a firearm. An additional check revealed the weapon was stolen from a residence in Calvert County, Md. Suspect Hicks was arrested, and additional charges will follow a review with the State’s Attorney’s Office.

A search and seizure warrant was executed on the home of Suspect Ryan Michael Page (Age 30 of Lexington Park) located in the 46000 block of Columbus Drive. Suspect Page was the target of undercover purchases of heroin and was subsequently indicted. He was taken into custody and is currently being held on “No Bond” status. Also arrested at that home was Rachel Renea Meade (Age 29) who was found to be in possession of marijuana and was issued a civil citation.

A detainer was filed on Suspect Henry Clay Hinson III (Age 29). Suspect Hinson III is currently an inmate at the Eastern Correctional Institute for an unrelated crime. Undercover purchases of heroin were made, and he was subsequently indicted by the St. Mary’s County Grand Jury.

Detectives observed a suspicious vehicle in the area of a target residence, and a vehicle stop was conducted. The operator of the vehicle, James Jamaul Housea Jones (Age 28 of Loveville, MD) was found to have a suspended license, an open warrant for “Failure to Appear” and be in possession of marijuana. He was arrested and charged accordingly.
